【摘要】：無居民海島是海洋資源中重要的一部分,綜合開發(fā)利用價(jià)值顯著,對(duì)海洋事業(yè)的發(fā)展、經(jīng)濟(jì)空間的拓展,都具有重大意義。在我國(guó)重視發(fā)展海洋經(jīng)濟(jì)的大背景下,政府如何對(duì)無居民海島的保護(hù)和合理開發(fā)利用進(jìn)行管理是一個(gè)需要思考的課題。本文將泉州市無居民海島開發(fā)中的政府管理作為研究對(duì)象,收集相關(guān)的政策文件和統(tǒng)計(jì)數(shù)據(jù),并對(duì)部分無居民海島實(shí)地考察,從泉州市無居民海島的規(guī)劃和開發(fā)情況著手,研究認(rèn)為政府在管理上存在無居民海島開發(fā)區(qū)域性規(guī)劃不完善、多部門之間協(xié)調(diào)困難、政府未提升無居民海島開發(fā)市場(chǎng)吸引力、海島法頒布前政府未充分宣傳無居民海島生態(tài)環(huán)境保護(hù)、無居民海島監(jiān)管任務(wù)重等問題,經(jīng)過分析,提出無居民海島開發(fā)專業(yè)人才和信息資料不足、無居民海島開發(fā)的協(xié)調(diào)角色缺位、政府忽視自己在無居民海島開發(fā)中的引領(lǐng)角色、政府無居民海島生態(tài)環(huán)境保護(hù)意識(shí)欠缺、海洋行政部門監(jiān)管力量不足是導(dǎo)致問題存在的主要原因。在此基礎(chǔ)上,借鑒國(guó)內(nèi)外政府在無居民海島開發(fā)中的管理經(jīng)驗(yàn),提出要促進(jìn)無居民海島規(guī)劃的科學(xué)性、建立無居民海島開發(fā)綜合協(xié)調(diào)機(jī)制、加大政府扶持力度、強(qiáng)化無居民海島生態(tài)環(huán)境保護(hù)意識(shí)、加強(qiáng)監(jiān)管的建議,為完善政府在泉州市無居民海島開發(fā)中的管理提供了參考。
[Abstract]:Non-inhabitant island is an important part of marine resources. The value of comprehensive exploitation and utilization is significant, which is of great significance to the development of marine industry and the expansion of economic space.Under the background that our country attaches great importance to the development of marine economy, it is necessary to think about how the government manages the protection and rational development and utilization of uninhabited islands.This paper takes the government management in the development of uninhabited islands in Quanzhou as the research object, collects the relevant policy documents and statistical data, and makes a field investigation of some uninhabited islands, starting with the planning and development of the uninhabited islands in Quanzhou.The study shows that the government has imperfect regional planning for the development of uninhabited islands in its management, coordination among various departments is difficult, and the government has not made the market attractive for the development of uninhabited islands.Before the promulgation of the Island Law, the government did not give full publicity to the protection of the ecological environment of the uninhabited islands and the heavy task of the supervision of the uninhabited islands. After analysis, it was pointed out that there were insufficient professional talents and information materials for the development of the uninhabited islands.The coordination role of the non-resident island development is absent, the government neglects its leading role in the non-resident island development, and the government lacks the ecological environmental protection consciousness of the non-inhabitant island.The main cause of the problem is insufficient supervision power of maritime administrative department.On this basis, drawing lessons from the management experience of the governments at home and abroad in the development of the uninhabited islands, it is proposed to promote the scientific nature of the planning of the uninhabited islands, to establish a comprehensive coordination mechanism for the development of the uninhabited islands, and to increase the support of the government.The suggestions of strengthening the consciousness of ecological environment protection and supervision of uninhabited islands provide a reference for improving the management of the government in the development of uninhabited islands in Quanzhou.
