【摘要】：民營科技企業(yè)匯聚“民營”和“科技”兩大當(dāng)代中國發(fā)展潮流,經(jīng)過30多年的發(fā)展,已經(jīng)成為推動我國經(jīng)濟(jì)增長、提高自主創(chuàng)新能力、增加就業(yè)機(jī)會的的一支重要的力量。近年來,上海市民營企業(yè)發(fā)展迅速,呈現(xiàn)出數(shù)量與質(zhì)量同步提高的可喜局面,據(jù)上海市工商部門統(tǒng)計,2014年上半年私營企業(yè)戶數(shù)達(dá)96.9萬戶,同比增長17.7%;注冊資本(金)總額33333.3億元,同比增長40.2%;戶均注冊資本(金)343.9萬元,同比增長19.2%。與此同時,上海市民營經(jīng)濟(jì)運行監(jiān)測平臺數(shù)據(jù)顯示,市民營企業(yè)上繳稅金1366.95億元,同比增長15.4%(中國工商日報,2014-8-19)。上海民營科技企業(yè)是上海民營經(jīng)濟(jì)的重要組成部分和重要力量,對上海自貿(mào)區(qū)的發(fā)展和上海市經(jīng)濟(jì)社會發(fā)展、改善民營經(jīng)濟(jì)結(jié)構(gòu)、促進(jìn)發(fā)展方式的轉(zhuǎn)變具有重要的推動作用和戰(zhàn)略意義。但是,民營科技企業(yè)在發(fā)展中又面臨著科技成果轉(zhuǎn)化率低、融資難、人才流失等諸多問題,限制了企業(yè)的發(fā)展。筆者認(rèn)為,對于民營科技企業(yè)而言,創(chuàng)新是其生存和發(fā)展的關(guān)鍵因素。民營科技企業(yè)要想做大做強(qiáng),必須提高其創(chuàng)新能力。因此,本文基于我國第一大經(jīng)濟(jì)區(qū)域上海民營科技企業(yè)為研究對象,探索民營經(jīng)濟(jì)在科技創(chuàng)新方面存在的問題,以期提高民營科技企業(yè)創(chuàng)新能力,促進(jìn)民營企業(yè)轉(zhuǎn)型升級、創(chuàng)新發(fā)展,帶動上海民營經(jīng)濟(jì)的蓬勃發(fā)展。本文首先對民營企業(yè)發(fā)展現(xiàn)狀及上海民營科技企業(yè)進(jìn)行深入分析的基礎(chǔ)上,通過文獻(xiàn)研究,界定民營科技企業(yè)和企業(yè)創(chuàng)新能力的相關(guān)內(nèi)涵,其次,系統(tǒng)梳理創(chuàng)新理論、創(chuàng)新能力理論和企業(yè)可持續(xù)發(fā)展理論等相關(guān)文獻(xiàn)基礎(chǔ)上,構(gòu)建上海民營科技企業(yè)創(chuàng)新能力評價指標(biāo),再次,通過搜集相關(guān)數(shù)據(jù),根據(jù)上海各區(qū)的民營科技企業(yè)發(fā)展現(xiàn)狀,進(jìn)行實證研究,對上海各區(qū)民營科技企業(yè)創(chuàng)新能力進(jìn)行評價,依據(jù)各區(qū)結(jié)果,進(jìn)行對比分析,最后,從政府層面和企業(yè)層面,提出相應(yīng)的對策和建議。
[Abstract]:After more than 30 years of development, private science and technology enterprises have become the driving force for China's economic growth and the ability of independent innovation. In recent years, private enterprises in Shanghai have developed rapidly, showing a gratifying situation of simultaneous improvement in quantity and quality. According to the statistics of the Shanghai Municipal Industry and Commerce Department, the number of private enterprise households reached 969000 in the first half of 2014. The total registered capital (gold) is 3.33333 trillion yuan, up 40.2% from the same period last year; the registered capital (gold) is 3.439 million yuan per household, an increase of 19.2 yuan. At the same time, the data from the Shanghai private economic operation monitoring platform show that the city's private enterprises pay 136.695 billion yuan in taxes. Shanghai private scientific and technological enterprises are an important component and an important force in Shanghai's private economy, which will improve the structure of private economy in Shanghai and in the development of Shanghai's free trade zone and Shanghai's economic and social development. Promoting the transformation of development mode has important impetus and strategic significance. However, in the process of development, private science and technology enterprises are faced with many problems, such as low conversion rate of scientific and technological achievements, difficulty in financing, brain drain and so on. The author believes that innovation is the key factor to the survival and development of private science and technology enterprises. If private science and technology enterprises want to become bigger and stronger, they must improve their innovation ability. Based on the research object of Shanghai private science and technology enterprises in the first economic region of our country, this paper explores the problems existing in science and technology innovation in private economy, in order to improve the innovation ability of private science and technology enterprises, promote the transformation and upgrading of private enterprises, and innovate and develop. Based on the deep analysis of the current situation of the private enterprises and the private science and technology enterprises in Shanghai, this paper defines the connotation of the private science and technology enterprises and the innovation ability of the private science and technology enterprises through the literature research. Secondly, systematically combing the innovation theory, innovation ability theory and enterprise sustainable development theory and other related literature, building Shanghai private science and technology enterprises innovation evaluation index, again, through collecting relevant data. According to the current situation of the development of private science and technology enterprises in various districts of Shanghai, this paper carries out an empirical study, evaluates the innovation ability of private science and technology enterprises in various districts of Shanghai, makes a comparative analysis according to the results of each district, and finally, from the level of government and enterprise, Put forward the corresponding countermeasure and suggestion.
