【摘要】：中小企業(yè)是國民經(jīng)濟的重要構(gòu)成部分,在保障社會就業(yè)、促進科技創(chuàng)新、增強區(qū)域經(jīng)濟實力方面發(fā)揮著不可替代的作用。但在國際市場需求不足和國內(nèi)經(jīng)濟下行壓力加大的雙重考驗下,我國中小企業(yè)發(fā)展面臨著資金短缺、用工短缺、成本上升等一系列難題,由于中小企業(yè)在規(guī)模、資金、管理、技術(shù)等方面存在天然的短板,只依靠自身實力或者完全依靠市場調(diào)節(jié)很難完全解決這些困難,需要政府提供公共服務(wù)。為幫助中小企業(yè)緩解發(fā)展困境,國家財政資金從2011年起分批扶持各省(市、自治區(qū)、計劃單列市)建設(shè)中小企業(yè)公共服務(wù)平臺網(wǎng)絡(luò),山東省是第一批。本文基于公共產(chǎn)品理論、政府經(jīng)濟職能理論和服務(wù)型政府理論,運用文獻研究法、統(tǒng)計分析法和比較研究法,對山東省中小企業(yè)公共服務(wù)平臺網(wǎng)絡(luò)建設(shè)中涉及到的架構(gòu)、資金、承建單位、保障措施以及服務(wù)中涉及到內(nèi)容、資源、方式、效果等進行了研究,搭建其建設(shè)模型和服務(wù)模型,并對其現(xiàn)存問題及原因進行分析,提出針對性的改進措施。本文認為應(yīng)該從加大政府扶持力度、擴大平臺覆蓋范圍、塑造整體服務(wù)形象、提高服務(wù)企業(yè)能力等方面采取措施,進一步完善山東省中小企業(yè)公共服務(wù)平臺網(wǎng)絡(luò)。本文提出中小企業(yè)公共服務(wù)平臺網(wǎng)絡(luò)建設(shè)應(yīng)該遵循五個基本原則:注重建設(shè)規(guī)劃的前瞻性與階段性、增強功能設(shè)計的擴展性與開放性、提高具體應(yīng)用的實用性與特色性、保證技術(shù)選型的先進性與安全性、兼顧服務(wù)內(nèi)容的公益性和營利性。
[Abstract]:Small and medium-sized enterprises are an important part of the national economy. They guarantee social employment and promote scientific and technological innovation. Strengthening regional economic strength plays an irreplaceable role. However, under the double test of insufficient international market demand and increasing downward pressure of domestic economy, the development of small and medium-sized enterprises in China is faced with a shortage of capital and labor. A series of difficult problems, such as rising costs, are difficult for small and medium-sized enterprises to completely solve because of their natural weaknesses in terms of scale, capital, management, technology, and so on, relying only on their own strength or relying entirely on market regulation. In order to help small and medium-sized enterprises (SMEs) alleviate their difficulties in development, since 2011, the state financial funds have been helping provinces (municipalities, autonomous regions, separately listed cities) to build a network of public service platforms for small and medium-sized enterprises in batches. Shandong Province is the first batch. Based on the theory of public goods, the theory of government economic function and the theory of service-oriented government, this paper applies literature research method, statistical analysis method and comparative research method. This paper studies the structure, funds, construction units, security measures and services involved in the network construction of the public service platform for small and medium-sized enterprises in Shandong Province, and sets up its construction model and service model. The author also analyzes the existing problems and causes and puts forward the corresponding improvement measures. This paper holds that measures should be taken to increase government support, expand the coverage of the platform, shape the overall image of service, and improve the ability of service enterprises, etc. Further improve the network of public service platform for small and medium-sized enterprises in Shandong Province. This paper proposes that the construction of public service platform network of small and medium-sized enterprises should follow five basic principles: focusing on the foresight and stage of construction planning, Enhance the expansibility and openness of the function design, improve the practicability and characteristic of the concrete application, guarantee the advanced nature and security of the technology selection, and give consideration to the public welfare and the profit of the service content.
