【摘要】：城鎮(zhèn)化是社會經(jīng)濟(jì)發(fā)展的必然選擇,作為一個農(nóng)業(yè)大國,推進(jìn)城鎮(zhèn)化建設(shè)是實現(xiàn)我國經(jīng)濟(jì)轉(zhuǎn)型升級,完善社會主義現(xiàn)代化建設(shè)的重要動力。然而在快速城鎮(zhèn)化的過程中,人口、土地、產(chǎn)業(yè)、要素等多方面的要素制約著城鎮(zhèn)化的發(fā)展。在這樣的背景下,探索城鎮(zhèn)化快速發(fā)展后是否有效,從而分析利弊,針對問題提出相應(yīng)的解決對策,以更好地彌補(bǔ)快速城鎮(zhèn)化后帶來的系統(tǒng)漏洞,保障城鎮(zhèn)化的有效性,促進(jìn)城鎮(zhèn)化的可持續(xù)發(fā)展。本文首先提出了城鎮(zhèn)化的有效性概念:城鎮(zhèn)化過程中通過各要素的作用充分釋放,實現(xiàn)預(yù)期效果,達(dá)到城鄉(xiāng)比例優(yōu)化的狀態(tài)。這種狀態(tài)能夠持續(xù)的促進(jìn)生產(chǎn)力的發(fā)展和社會的進(jìn)步。在簡述有效城鎮(zhèn)化的特征后,分析了當(dāng)下社會城鎮(zhèn)化進(jìn)程中較為普遍存在的一些無效城鎮(zhèn)化現(xiàn)象。同時以具有代表性的嘉興市為例,采取文獻(xiàn)資料法、田野調(diào)研等方法,在分析嘉興城鎮(zhèn)化現(xiàn)狀的基礎(chǔ)上,找到嘉興市城鎮(zhèn)化有效的經(jīng)驗及存在的問題,以統(tǒng)計數(shù)據(jù)支撐分析,以期得到更為科學(xué)的結(jié)論。最后就全國城鎮(zhèn)化的現(xiàn)狀提出如下對策:一是實現(xiàn)人的有效轉(zhuǎn)移;二是實現(xiàn)產(chǎn)業(yè)的有效轉(zhuǎn)型;三是實現(xiàn)社會保障的有效支撐;四是實現(xiàn)城鎮(zhèn)化成本的有效補(bǔ)償;五是精神文明與生態(tài)文明的共同發(fā)展。
[Abstract]:Urbanization is an inevitable choice for social and economic development. As a large agricultural country, promoting urbanization is an important driving force to realize the economic transformation and upgrade of our country and perfect the socialist modernization. However, in the process of rapid urbanization, the population, Land, industry, factors and other factors restrict the development of urbanization. In this context, to explore the rapid development of urbanization is effective, so as to analyze the pros and cons, and put forward corresponding solutions to the problem. In order to make up for the loopholes in the system brought about by the rapid urbanization, and to ensure the effectiveness of urbanization, To promote the sustainable development of urbanization, this paper first puts forward the concept of the effectiveness of urbanization: in the process of urbanization through the full release of the role of various elements, to achieve the desired results, To achieve the optimal urban-rural ratio. This state can continuously promote the development of productive forces and social progress. After outlining the characteristics of effective urbanization, This paper analyzes some ineffective urbanization phenomena in the current social urbanization process. Meanwhile, taking the representative Jiaxing city as an example, adopting the methods of literature, field investigation and so on, on the basis of analyzing the present situation of urbanization in Jiaxing, the paper analyzes the current situation of urbanization in Jiaxing. Find out the effective experience and existing problems of urbanization in Jiaxing and analyze it with statistical data in order to get a more scientific conclusion. Finally, the following countermeasures are put forward on the present situation of urbanization in China: first, to realize the effective transfer of human beings; The second is to realize the effective transformation of industry; the third is to realize the effective support of social security; the fourth is to realize the effective compensation of the cost of urbanization; and the fifth is the common development of spiritual civilization and ecological civilization.
