【摘要】：外來人口,特別是外來農(nóng)民工市民化是一項(xiàng)復(fù)雜的社會系統(tǒng)工程。近年來,晉江市政府高度重視新型城鎮(zhèn)化建設(shè)工作,在推進(jìn)外來人口市民化,特別是在外來農(nóng)民工市民化方面取得了階段性成效。隨著外來人口市民化進(jìn)程的不斷推進(jìn),外來人口市民化意愿隨之不斷增強(qiáng),綜合素質(zhì)也不斷提高。在看到成績的同時(shí),我們從中也發(fā)現(xiàn)存在一定的問題,主要是城市化水平仍無法滿足不斷增長的外來人口市民化需要,支撐經(jīng)濟(jì)社會永續(xù)發(fā)展的各項(xiàng)要素仍有待進(jìn)一步充實(shí)完善。本文通過調(diào)查問卷發(fā)現(xiàn),存在外來人口市民化問題的主要原因在于城市規(guī)劃和各項(xiàng)社會管理政策、制度仍不盡合理,外來人口與本地居民享受的各項(xiàng)“市民”待遇仍存在差距。本文進(jìn)一步通過Spss數(shù)據(jù)統(tǒng)計(jì)分析工具對調(diào)查數(shù)據(jù)進(jìn)行實(shí)證研究分析,嘗試找出晉江市外來人口市民化的影響因素,并通過借鑒分析其他省市的經(jīng)驗(yàn)做法,綜合提出解決晉江市外來人口市民化問題的對策。晉江市政府需進(jìn)一步加強(qiáng)政策引導(dǎo),從外來人口的需求出發(fā),加快社會管理、社會保障、戶籍以及土地管理等重點(diǎn)領(lǐng)域的制度創(chuàng)新;加大各項(xiàng)政府資源稟賦投入,在提高城市綜合承載能力、提升社會保障覆蓋面、提高外來人口綜合素質(zhì)、加強(qiáng)多元文化融合、鼓勵(lì)和引導(dǎo)外來人口參與社會管理等方面下功夫,不斷增強(qiáng)城市人口承載能力,循序漸進(jìn)地推進(jìn)外來人口市民化進(jìn)程,使外來人口成為真正的“晉江人”。
[Abstract]:The urbanization of foreign population, especially migrant workers, is a complex social system project. In recent years, the Jinjiang Municipal Government has attached great importance to the construction of new urbanization and is promoting the urbanization of foreign population. Especially in the aspect of migrant workers' urbanization, it has achieved the periodic effect. With the continuous advancement of the process of the urbanization of the foreign population, the willingness of the foreign population to become a citizen is constantly strengthened, and the comprehensive quality is also continuously improved. At the same time, when we see the achievements, We also find that there are certain problems, mainly because the level of urbanization still cannot meet the needs of the growing population of foreign citizens. The factors that support the sustainable development of economy and society still need to be further enriched and consummated. Through the questionnaire, the author finds that the main reason for the problem of the urbanization of the foreign population lies in the urban planning and various social management policies, and the system is still not reasonable. There is still a gap between the "citizen" treatment of the foreign population and that of the local residents. This paper makes an empirical study and analysis of the survey data through the Spss statistical analysis tool, and tries to find out the influencing factors of the urbanization of the foreign population in Jinjiang. By analyzing the experience and practice of other provinces and cities, the author puts forward the countermeasures to solve the problem of the urbanization of the foreign population in Jinjiang. The Jinjiang city government should further strengthen the policy guidance and speed up the social management according to the needs of the foreign population. Social security, household registration, land management and other key areas of institutional innovation; increase the endowment of government resources to improve the comprehensive bearing capacity of the city, social security coverage, improve the comprehensive quality of the foreign population, We should strengthen the multicultural integration, encourage and guide the foreign population to participate in social management, and constantly strengthen the carrying capacity of the urban population, promote the process of the urbanization of the foreign population step by step, and make the foreign population become the real "Jinjiang people".
