【摘要】：對企業(yè)而言,自主創(chuàng)新能力是企業(yè)核心競爭力的關(guān)鍵;對區(qū)域和國家而言,自主創(chuàng)新能力是區(qū)域經(jīng)濟(jì)獲得長遠(yuǎn)發(fā)展的核心動力。為推動區(qū)域自主創(chuàng)新能力的發(fā)展,自20世紀(jì)90年代以來,我國不同省份共建立了100多家國家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)。而國家自主創(chuàng)新示范區(qū)是在優(yōu)秀國家高新區(qū)的基礎(chǔ)上建立的,相較于國家高新區(qū),國家自主創(chuàng)新示范區(qū)在自主創(chuàng)新能力的發(fā)展及政策支持上均具有一定優(yōu)勢。因此,本文通過對國家高新區(qū)和國家自主創(chuàng)新示范區(qū)的自主創(chuàng)新能力進(jìn)行比較,為我國高新區(qū)自主創(chuàng)新能力的提高指出方向與政策。本文在對國內(nèi)外現(xiàn)有區(qū)域自主創(chuàng)新能力和國家高新區(qū)及國家自主創(chuàng)新示范區(qū)發(fā)展的相關(guān)研究文獻(xiàn)進(jìn)行梳理的基礎(chǔ)上,界定了區(qū)域自主創(chuàng)新能力的概念與內(nèi)涵,并結(jié)合國家高新區(qū)與國家自主創(chuàng)新示范區(qū)的發(fā)展特征,依據(jù)科學(xué)的研究方法設(shè)計了一套具有較高效度的自主創(chuàng)新能力評價指標(biāo)體系,該體系以創(chuàng)新的投入和產(chǎn)出為評估維度,客觀且有代表性。在此基礎(chǔ)上,以2014年我國115個國家高新區(qū)的統(tǒng)計數(shù)據(jù)為分析樣本,以統(tǒng)計分析軟件為分析工具,采用主成分分析、因子分析等方法對數(shù)據(jù)進(jìn)行處理。最后研究結(jié)果表明,國家自主創(chuàng)新示范區(qū)和示范區(qū)外的國家高新區(qū)在自主創(chuàng)新能力具有顯著差異,國家自主創(chuàng)新示范區(qū)的創(chuàng)新投入和創(chuàng)新產(chǎn)出均顯著高于國家高新區(qū);各示范區(qū)之間以及各國家高新區(qū)之間的自主創(chuàng)新能力也有顯著差異,分別反映在創(chuàng)新投入和創(chuàng)新產(chǎn)出上也有明顯不同。綜合上述理論和實證分析,本研究最后從國家高新區(qū)和國家自主創(chuàng)新示范區(qū)自主創(chuàng)新能力的兩個維度出發(fā),提出了落后區(qū)域提高自主創(chuàng)新能力的路徑:加大區(qū)域內(nèi)資本、人力等創(chuàng)新要素的投入力度;促進(jìn)區(qū)域內(nèi)科技成果轉(zhuǎn)化,提升創(chuàng)新產(chǎn)出水平,以此來提高我國的自主創(chuàng)新能力,提升國家核心競爭力。
[Abstract]:For enterprises, independent innovation ability is the key to the core competitiveness of enterprises, and for regions and countries, independent innovation ability is the core motive force for the long-term development of regional economy, in order to promote the development of regional independent innovation ability, Since 1990s, more than 100 national high-tech industrial development zones have been established in different provinces of China. The national independent innovation demonstration zones have been established on the basis of excellent national high-tech zones, compared with national high-tech zones. The national independent innovation demonstration zone has some advantages in the development of independent innovation ability and policy support. Therefore, this paper compares the independent innovation ability of national high-tech zone and national independent innovation demonstration zone. This paper points out the direction and policy for the improvement of the independent innovation ability of China's high-tech zones. Based on the combing of the existing regional independent innovation capability at home and abroad and the relevant research documents on the development of national high-tech zones and national independent innovation demonstration zones, This paper defines the concept and connotation of regional independent innovation ability, combines the development characteristics of national high-tech zones and national independent innovation demonstration zones, and designs a set of evaluation index system of independent innovation ability with relatively high efficiency according to scientific research methods. This system takes innovative input and output as the evaluation dimension and is objective and representative. On this basis, the statistical data of 115 national high-tech zones in 2014 are taken as the analysis samples, and the statistical analysis software is used as the analysis tool, and the principal component analysis is adopted. Finally, the results show that the national independent innovation demonstration zone and the national high-tech zone outside the demonstration zone have significant differences in independent innovation ability. The innovation input and output of the national independent innovation demonstration zone are significantly higher than that of the national high-tech zone, and there are significant differences in the independent innovation ability among the demonstration zones and among the national high and new technology zones. There are obvious differences in innovation input and innovation output respectively. Based on the above theoretical and empirical analysis, this study finally starts from the two dimensions of the national high-tech zone and the national independent innovation demonstration zone independent innovation ability. The paper puts forward the ways to improve the independent innovation ability of backward regions: to increase the input of innovation elements such as capital and manpower in the region, to promote the transformation of scientific and technological achievements in the region and to enhance the level of innovation output, so as to improve the independent innovation ability of our country. Enhance the core competitiveness of the country.
