【摘要】：公立醫(yī)院作為公共服務(wù)和公共醫(yī)療的主要提供者,正處于“三長一短”和醫(yī)患關(guān)系緊張的困境之中。目前,政府部門難以在短期內(nèi)大幅度提高供給人、財、物資源。因此,提高公立醫(yī)院的經(jīng)濟(jì)效益和社會效益需充分利用現(xiàn)有資源的潛力,提高其利用率,從而促進(jìn)公立醫(yī)院的健康發(fā)展。信息技術(shù)與移動互聯(lián)網(wǎng)的產(chǎn)生和應(yīng)用為醫(yī)生和患者提供便捷渠道。公立醫(yī)院通過優(yōu)化就診流程,改善醫(yī)院現(xiàn)有的就診流程及就診形式,提高就診的效率與公平性,最終實(shí)現(xiàn)快捷高效的“一站式”就診服務(wù)模式。本文針對現(xiàn)有的就診醫(yī)療服務(wù)模式進(jìn)行探討,提出公立醫(yī)院就診流程存在的弊端,以此構(gòu)建“一站式”就診服務(wù)。因此本文對流程優(yōu)化的研究具有現(xiàn)實(shí)意義與理論意義。本文對公立醫(yī)院的流程和信息化條件下的就診模式進(jìn)行分析其存在諸如耗費(fèi)時間成本大、就診過程缺乏公平性和現(xiàn)有預(yù)約就診制度矛盾突出等弊端,進(jìn)而探討就診流程優(yōu)化所帶來的經(jīng)濟(jì)效益與社會績效。本文從公立醫(yī)院流程再造的角度,研究現(xiàn)有就診模式以及新就診模式進(jìn)行對比分析,并通過對公立醫(yī)院的就診時間、自動化辦公、人工成本等幾個方面采用成本效益分析方法進(jìn)行統(tǒng)計分析相關(guān)數(shù)據(jù),探討掛號、候診、繳費(fèi)、取藥等方面所產(chǎn)生的經(jīng)濟(jì)效益。此外,就診流程優(yōu)化后的“一站式”就診服務(wù)引起就診機(jī)會均等、信息公開透明、緩和醫(yī)患關(guān)系及提升就診服務(wù)滿意度等方面的社會效益。本文主要通過網(wǎng)絡(luò)信息收集、文獻(xiàn)與書籍的查閱、大型公立醫(yī)院的走訪、調(diào)查問卷等方法收集相關(guān)信息及數(shù)據(jù)。論文運(yùn)用問卷調(diào)查分析公立醫(yī)院的基礎(chǔ)數(shù)據(jù),并將信息進(jìn)行匯總。本文以公共服務(wù)均等性、效率理論以及業(yè)務(wù)流程再造為理論基礎(chǔ),并對傳統(tǒng)預(yù)約、局部信息化預(yù)約、網(wǎng)上預(yù)約、App、微信、“未來醫(yī)院”計劃、掌上醫(yī)院、百度醫(yī)生等就診服務(wù)模式進(jìn)行研究分析,最終達(dá)到優(yōu)化就診流程的目標(biāo)----采用“一站式”就診服務(wù)實(shí)現(xiàn)公立醫(yī)院的資源得以有效配置。公立醫(yī)院在“一站式”就診服務(wù)平臺下,就診時間不斷縮短以及服務(wù)效率不斷提升。本文采用成本效益分析法對“一站式”就診服務(wù)所產(chǎn)生的經(jīng)濟(jì)效益與社會績效進(jìn)行分析,從而得出結(jié)論：“一站式”的信息化服務(wù)是變革公立醫(yī)院就診流程,解決公立醫(yī)院“三長一短”服務(wù)問題的重要途徑。
[Abstract]:As the main provider of public service and public medical care, public hospitals are in the dilemma of "three long and one short" and the tense relationship between doctors and patients. Therefore, to improve the economic and social benefits of public hospitals, we should make full use of the potential of existing resources and improve their utilization ratio. In order to promote the healthy development of public hospitals, the emergence and application of information technology and mobile Internet provide convenient channels for doctors and patients. In order to improve the process and form of medical treatment, improve the efficiency and fairness of the visit, and finally achieve a fast and efficient "one-stop" mode of medical service, this paper discusses the existing mode of medical service. This paper points out the drawbacks of the process of public hospital visit. To construct a "one-stop shop" Therefore, this paper has practical and theoretical significance in the study of process optimization. This paper analyzes the process of public hospitals and the treatment mode under the condition of information, such as time-consuming and costly. The lack of fairness in the consultation process and the contradictions between the existing appointment system and other shortcomings, and then explore the economic benefits and social performance brought by the optimization of the consultation process. This paper from the point of view of process reengineering in public hospitals. Through the study of the existing and new modes of consultation, and through the public hospital visit time, automated office. Cost of labor and other aspects of the use of cost-benefit analysis method for statistical analysis of relevant data, to explore the registration, waiting for treatment, payment, medicine and other aspects of the economic benefits. The "one-stop" service after the optimization of the consultation process leads to equal opportunities and transparent information. Questionnaire and other methods to collect relevant information and data. The paper uses questionnaires to analyze the basic data of public hospitals and collect the information.
