【摘要】：國宏觀經濟發(fā)展正處于"新常態(tài)"攻堅期,同時也面臨著許多嚴峻的挑戰(zhàn)。目前我國經濟正處在轉型過程中,農業(yè)發(fā)展更多地受到市場規(guī)律的影響,農民收入增長長時間處于低迷狀態(tài),收入分配不均日漸嚴峻,甚至地區(qū)間小城市與農村收入差距也在不斷擴大,"三農"也隨之成為全社會共同矚目的問題,而問題的核心就是農民收入。河南是中國第一農業(yè)大省,也是糧食生產大省,河南省農業(yè)人口占比71.1%。改善農民生活質量,增加農民收入,刺激農民消費,提高農業(yè)產出效益是河南省經濟發(fā)展的重點。在工業(yè)化和城鎮(zhèn)化快速發(fā)展的前提下,如何科學調整農民收入結構促進農民收入增長是各方關注的熱點。本文通過對河南省農民收入以及18個省轄市農民收入結構的現(xiàn)狀進行描述,并運用偏離-份額分析法對河南省18省轄市2011～2014年按收入來源的統(tǒng)計數(shù)據(jù)進行分析得出:目前工資性收入對農民收入的貢獻18市間的差異較為明顯;家庭經營收入在大多數(shù)城市仍具有結構優(yōu)勢和競爭優(yōu)勢;財產性收入除鄭州外的其他城市競爭劣勢和結構劣勢明顯;轉移性收入的結構優(yōu)勢不突出,競爭劣勢凸顯;在動態(tài)偏離份額分析中顯示競爭優(yōu)勢推動型的城市增多,農民收入增長速度加快。通過對結論進行詳細的分析,找出城市間農民收入結構變動的差異影響因素,并對此提出以下政策建議:積極推進城鎮(zhèn)化建設;提高農民的自身素質;根據(jù)市場需求積極調整農牧產品結構;積極發(fā)展農村二、三產業(yè);確保農民的宅基地和房屋財產收益;完善農村金融體制;創(chuàng)新和完善農村社會保障機制等。希望以此來提高河南各市農民收入并縮小區(qū)域間農民收入差距。
[Abstract]:China's macroeconomic development is in the "new normal" period, but also faces many severe challenges. At present, our economy is in the process of transformation, agricultural development is more affected by the laws of the market. The growth of farmers' income is in a state of depression for a long time, the inequality of income distribution is becoming increasingly severe, even the income gap between small cities and rural areas is expanding, and the "three rural areas" have also become a common concern of the whole society. The core of the problem is farmers' income. Henan is the largest agricultural province in China and also the largest province for grain production. The proportion of agricultural population in Henan Province is 71.1%. The quality of life of farmers is improved and their income is increased. Stimulating farmers' consumption and improving the benefit of agricultural output are the key points of Henan's economic development, under the premise of rapid development of industrialization and urbanization. How to scientifically adjust the structure of farmers' income to promote the growth of farmers' income is the focus of attention. This paper describes the current situation of farmers' income structure in Henan Province and 18 provinces and municipalities. By using the method of deviation-share analysis, the statistical data from 2011 to 2014 of 18 provinces and municipalities in Henan Province are analyzed according to the source of income. At present, the contribution of wage income to farmers' income is obvious in 18 cities. Family operating income still has structural advantage and competitive advantage in most cities; The property income except Zhengzhou other city competition inferiority and the structure inferiority are obvious; The structural advantage of the transfer income is not prominent, and the competitive disadvantage is prominent; The dynamic deviation share analysis shows that the number of cities with competitive advantage is increasing, and the growth rate of farmers' income is accelerating. Through the detailed analysis of the conclusion, the paper finds out the factors that affect the change of farmers' income structure among cities. And put forward the following policy recommendations: actively promote the construction of urbanization; Improve the quality of farmers; Adjusting the structure of agricultural and animal husbandry products according to market demand; Actively develop the secondary and tertiary industries in rural areas; (B) ensuring the return of homestead and housing property for farmers; Perfecting the rural financial system; The author hopes to improve the income of farmers in Henan province and narrow the income gap between different regions.
