【摘要】：隨著經(jīng)濟全球化的迅速推進,以及國家地區(qū)間自由貿(mào)易區(qū)的商定,國際貿(mào)易得到前所未有的發(fā)展。據(jù)統(tǒng)計,海洋運輸承擔(dān)了 80%以上的國際貿(mào)易。每個沿海國家都非常重視海洋運輸業(yè)的發(fā)展,力爭在海運業(yè)占有一席之地。特別是隨著船舶向大型化、專業(yè)化的方向發(fā)展。與海運業(yè)相配套的港口碼頭規(guī)模也正趨于大型化、專業(yè)化。每個港口水域有其自身的特點,我們須建立綜合安全評價模型對該水域進行綜合評價,以得出港口水域的安全度,進而提出相應(yīng)的風(fēng)險控制措施。本文針對該特定水域以及結(jié)合相關(guān)研究,首先對大連長興島北岸作業(yè)區(qū)水域進行了基礎(chǔ)資料介紹,包括水域的自然條件和具體的港區(qū)情況;其次,依據(jù)相關(guān)參考文獻,結(jié)合專家訪談給出的指導(dǎo)建議篩選重點風(fēng)險要素,從人、船、環(huán)境、管理四個方面建立了水域通航安全評價指標體系,并對指標體系相應(yīng)元素標準的確定進行分析;然后建立層次分析(AHP)集對分析模型,求取該水域評價指標權(quán)重,以及對該水域進行通航綜合安全評價。在評價過程中,對能夠獲取數(shù)據(jù)的指標,采用定量的方法進行等級標準量化;對于無法獲取數(shù)據(jù)的指標,從定性角度結(jié)合專家調(diào)查進行等級標準量化。接著,依據(jù)大連長興島北岸作業(yè)區(qū)水域?qū)嶋H情況,對10萬噸級船舶通航水域和30萬噸級船舶通航水域分別進行綜合安全評價,得出相應(yīng)的評價結(jié)果"較安全"。最終,可以得出大連長興島北岸作業(yè)區(qū)水域通航綜合安全評價的結(jié)果是"較安全"。通過分析模型計算得出的結(jié)果,提出針對該水域提高通航安全的保障措施和意見。力求船舶在該水域的航行安全,避免意外事故的發(fā)生。
[Abstract]:With the rapid development of economic globalization and the agreement of free trade area between countries and regions, international trade has been developed unprecedented. According to statistics. Maritime transport has undertaken more than 80% international trade. Every coastal country attaches great importance to the development of marine transport industry, striving to occupy a place in the shipping industry. The development of specialization. The scale of port wharf matching with shipping industry is becoming larger and more specialized. Each port has its own characteristics. We need to establish a comprehensive safety assessment model to evaluate the water area, in order to get the safety degree of the port waters, and then put forward the corresponding risk control measures. Firstly, the basic data of the operation area on the north coast of Dalian Changxing Island are introduced, including the natural condition of the water area and the concrete situation of the port area. Secondly, according to the relevant references, combined with the guidance of expert interviews to screen key risk factors, from the human, ship, environment, management four aspects of water navigation safety evaluation index system. And the determination of the standard of the corresponding elements in the index system is analyzed. Then the analytic hierarchy process (AHP) set pair analysis model is established to obtain the weight of the evaluation index and the comprehensive navigation safety evaluation of the water area. In the process of evaluation, the indexes that can obtain the data are analyzed. The quantitative method is used to quantify the grade standard; For the indicators that can not get the data, from the qualitative point of view combined with the expert investigation to carry on the grade standard quantification. Then, according to the Dalian Changxing Island north coast operation area water area actual situation. The comprehensive safety evaluation of the navigable waters of 100,000-ton ships and the navigable waters of 300,000-ton ships has been carried out respectively, and the corresponding evaluation results have been obtained, which are "safer". It can be concluded that the result of comprehensive evaluation of navigable safety in the north coast of Dalian Changxing Island is "relatively safe". This paper puts forward the safeguard measures and suggestions for improving navigation safety in this water area, and strives for the safety of navigation of ships in the waters so as to avoid the occurrence of accidents.
