【摘要】：城市基礎(chǔ)設(shè)施作為城市建設(shè)的基礎(chǔ)性工程對(duì)城市生活、生產(chǎn)的保障作用早已為大眾所認(rèn)同,然而,傳統(tǒng)的基礎(chǔ)設(shè)施建設(shè)在支撐起城市發(fā)展的同時(shí),也逐漸顯現(xiàn)出對(duì)城市環(huán)境造成的負(fù)面影響,以及在城市空間高效利用方面的不足。新時(shí)代背景下,伴隨著國家經(jīng)濟(jì)進(jìn)入新常態(tài),城市發(fā)展進(jìn)入了相對(duì)穩(wěn)定的階段,城市規(guī)劃建設(shè)正在由過去的重物、重量、重經(jīng)濟(jì)向以人為本,注重生存質(zhì)量,以及城市環(huán)境、文化等多種因素的可持續(xù)發(fā)展方向轉(zhuǎn)變,對(duì)城市空間和功能的開發(fā)建設(shè)也由原先的外部擴(kuò)展轉(zhuǎn)為內(nèi)部優(yōu)化。這一城市規(guī)劃發(fā)展策略上由外轉(zhuǎn)內(nèi)的變化對(duì)城市本底建設(shè)提出了新的要求,也使得城市基礎(chǔ)設(shè)施和環(huán)境建設(shè)成為了未來一段時(shí)間內(nèi)城市規(guī)劃的重要內(nèi)容之一。城市中的綠色基礎(chǔ)設(shè)施,是在傳統(tǒng)以人為本的建設(shè)理念中引入生態(tài)環(huán)境這一影響因素的、現(xiàn)代意義上的基礎(chǔ)設(shè)施的重要組成部分,通過一系列綠色基礎(chǔ)設(shè)施構(gòu)建起的城市綠色基礎(chǔ)設(shè)施系統(tǒng),不僅能夠在未來繼續(xù)為城市生產(chǎn)生活提供必要的市政服務(wù),還能依托其自身的多種服務(wù)功能和空間網(wǎng)絡(luò)特征,對(duì)城市的環(huán)境起到有利的支撐作用。從長遠(yuǎn)發(fā)展上看,對(duì)于這一系統(tǒng)的構(gòu)建研究不僅限于解決當(dāng)前城市環(huán)境問題,還是實(shí)現(xiàn)城市空間資源高效利用的基本策略之一,是對(duì)未來城市人與自然和諧、可持續(xù)發(fā)展策略的一次探索。而“藍(lán)線空間”作為具有代表性的城市開放空間,將成為本次研究為城市綠色基礎(chǔ)設(shè)施系統(tǒng)的初步構(gòu)建選定的優(yōu)先實(shí)施空間。本文對(duì)于城市綠色基礎(chǔ)設(shè)施系統(tǒng)構(gòu)建的研究主要集中在以下幾個(gè)層面： (1)從綠色基礎(chǔ)設(shè)施的角度反思當(dāng)前城市規(guī)劃的方法、策略的不足,提出在以往容易被忽略的綠色基礎(chǔ)設(shè)施建設(shè),是今后一段時(shí)間綜合式的城市規(guī)劃中不可或缺的重要部分,進(jìn)而對(duì)本文的研究對(duì)象——城市綠色基礎(chǔ)設(shè)施系統(tǒng)進(jìn)行說明；(2)探討城市綠色基礎(chǔ)設(shè)施系統(tǒng)的構(gòu)建問題,提出首先要明確實(shí)施空間以完成系統(tǒng)的初步建設(shè)；(3)為城市綠色基礎(chǔ)設(shè)施系統(tǒng)的構(gòu)建選取具有典型特征,且對(duì)城市有價(jià)值、有作用的實(shí)施空間——“藍(lán)線空間”,進(jìn)而以“藍(lán)線空間”為依托,從構(gòu)建策略和方式方法上進(jìn)行城市綠色基礎(chǔ)設(shè)施系統(tǒng)基礎(chǔ)網(wǎng)絡(luò)的構(gòu)建研究；(4)運(yùn)用上述研究成果,對(duì)滁河干渠風(fēng)光帶規(guī)劃進(jìn)行策略引導(dǎo)。
[Abstract]:The urban infrastructure, as the basic project of urban construction, has already been recognized by the public. However, the traditional infrastructure construction is supporting the development of the city, and the negative effect on the urban environment is also gradually shown. And the insufficiency of the efficient utilization of the urban space. In that new era, with the entry of the state economy into the new normal state, the development of the city has entered a relatively stable stage, and the construction of the urban planning is being made by the past heavy weight, the weight, the heavy economy to the people-oriented, the quality of life and the urban environment. The sustainable development direction of many factors, such as culture, is transformed, and the development and construction of the urban space and function is also changed from the original external expansion to the internal optimization. The development strategy of urban planning has put forward a new requirement on the background construction of the city from the change of the outside to the outside, and also makes the urban infrastructure and the environment construction become one of the important contents of the urban planning for some time in the future. The green infrastructure in the city is an important part of the infrastructure in the modern sense, which is introduced into the traditional people-oriented construction concept, which is an important part of the infrastructure in the modern sense, and is a city green infrastructure system constructed by a series of green infrastructure. Not only can provide the necessary municipal services for the urban production and life in the future, but also can support the environment of the city by relying on the various service functions and the space network characteristics of the city. In the long-term development, the construction of this system is not only limited to the current urban environment, but also one of the basic strategies to realize the efficient utilization of urban space resources, which is a exploration of the harmonious and sustainable development strategy of the city and nature in the future. The "Blue Line Space", as a representative urban open space, will be the first priority for the construction of the urban green infrastructure system. The research on the construction of the urban green infrastructure system is mainly focused on the following aspects: (1) to reflect on the current urban planning methods and strategies from the perspective of the green infrastructure, and to put forward the green infrastructure construction which is easy to be ignored in the past, It is an essential part of the comprehensive urban planning for a period of time, and then the study object _ city green infrastructure system is described; (2) the construction of the urban green infrastructure system is discussed. The first is to make clear the implementation of the space to complete the initial construction of the system, and (3) to select a typical characteristic for the construction of the urban green infrastructure system, and to implement the space _ "Blue Line Space" with value and function to the city, and then rely on the "Blue Line Space". In this paper, the construction of the basic network of the urban green infrastructure system is carried out from the construction strategy and the method. (4) The above research results are used to guide the planning of the wind band of the main canal of the city.
