珠三角村莊規(guī)劃編制體系研究

【摘要】：改革開放以來,珠三角經(jīng)濟騰飛帶動了珠三角發(fā)達地市周邊農(nóng)村地區(qū)的快速城鎮(zhèn)化。農(nóng)村地區(qū)快速城市化與工業(yè)化發(fā)展的同時,也帶來了當(dāng)前鄉(xiāng)村地區(qū)各種人地關(guān)系矛盾,急需從空間管理角度構(gòu)建適宜于珠三角新時期農(nóng)村發(fā)展減量增長的村莊規(guī)劃編制體系�；诖�,本論文以珠三角村莊地區(qū)為研究對象,結(jié)合珠三角村莊發(fā)展的現(xiàn)實需要,構(gòu)建指導(dǎo)村莊空間建設(shè)發(fā)展的規(guī)劃編制體系,并為全國的村莊建設(shè)發(fā)展提供一定的指導(dǎo)借鑒。論文從回溯珠三角村莊規(guī)劃建設(shè)發(fā)展歷程入手,分析制約珠三角村莊發(fā)展的主要矛盾,總結(jié)珠三角村莊規(guī)劃問題。在充分理解現(xiàn)代村莊規(guī)劃內(nèi)涵與意義基礎(chǔ)上,提出適宜于珠三角當(dāng)前減量增長發(fā)展需求的村莊規(guī)劃策略及路徑。結(jié)合村莊規(guī)劃編制體系的邏輯內(nèi)涵,構(gòu)建了宏觀-中觀-微觀三層次規(guī)劃編制體系。最后結(jié)合筆者自身參與的各鄉(xiāng)村規(guī)劃,以增城、從化等地村莊規(guī)劃編制實踐為案例研究,進行縣域村莊建設(shè)規(guī)劃、鄉(xiāng)村群規(guī)劃、村域綜合規(guī)劃三個層面的實證分析,通過規(guī)劃編制理論的具體化應(yīng)用,實現(xiàn)新的編制方法和理論在實踐中的反饋及修正。在城鄉(xiāng)統(tǒng)籌和新型城鎮(zhèn)化道路的背景下,村莊規(guī)劃被賦予新的發(fā)展目標(biāo)和邏輯內(nèi)涵。村莊不是對立與城市的孤立地域單元,而應(yīng)該將城鄉(xiāng)要素互動、空間聯(lián)動的理解貫穿于村莊規(guī)劃中。此外,基于村莊地區(qū)的特殊地緣、血緣、宗族特點,現(xiàn)代村莊規(guī)劃有必要對傳統(tǒng)村規(guī)民約進行借鑒與轉(zhuǎn)化。從現(xiàn)代村莊的內(nèi)生性發(fā)展動力看,村莊規(guī)劃的本質(zhì)目標(biāo)是實現(xiàn)村莊資源的價值化,將村莊資源要素通過規(guī)劃指引,轉(zhuǎn)化為村莊價值�；诖�,應(yīng)該建立政府、企業(yè)、規(guī)劃師、村民四方聯(lián)動的規(guī)劃編制模式,完善規(guī)劃編制體系、法規(guī)體系、行政體系三者協(xié)調(diào)的村莊規(guī)劃體系。在三層次規(guī)劃編制體系中,宏觀縣域村莊建設(shè)規(guī)劃統(tǒng)籌轄區(qū)村莊地區(qū)整體發(fā)展戰(zhàn)略,微觀村域規(guī)劃落實具體建設(shè)與空間管理。同時,本論文創(chuàng)造性提出中觀鄉(xiāng)村群規(guī)劃,以規(guī)劃引導(dǎo)鄉(xiāng)村群成為城鄉(xiāng)二元體系空間與功能上不可或缺的組成部分。鄉(xiāng)村群規(guī)劃,對于完善我國村莊規(guī)劃編制體系發(fā)揮了承上啟下、補缺增色的重要作用。在規(guī)劃內(nèi)容上,本論文分區(qū)、分類、分級的提出針對性的規(guī)劃指引,實現(xiàn)對不同層級村莊地域的空間管控。在宏觀縣域?qū)用?落實轄區(qū)內(nèi)村莊整體發(fā)展方向,明確規(guī)模統(tǒng)籌、設(shè)施統(tǒng)籌、生態(tài)平衡的戰(zhàn)略指引;在鄉(xiāng)村群層面,依托群落的產(chǎn)業(yè)、資源基礎(chǔ),設(shè)計鄉(xiāng)村群的地域品牌提升方案、群落鄉(xiāng)土風(fēng)景畫以及基礎(chǔ)設(shè)施的動態(tài)共享;在村域?qū)用?針對不同類型不同階段和不同需求的村莊提出“法制化”、“個性化”、“自主化”的分類指引。基于珠三角地域的村莊規(guī)劃編制體系研究,是村莊地區(qū)空間管理的一種規(guī)劃探索,有其示范指導(dǎo)意義,但上升為村莊規(guī)劃理論體系,還有很多的內(nèi)容需要進一步研究。
[Abstract]:Since the reform and opening-up, the rapid urbanization of the rural areas around the developed cities and cities of the Pearl River Delta has been driven by the rapid economic development of the Pearl River Delta. At the same time, the rapid urbanization and industrialization development in rural areas also bring various contradictions between people and land in rural areas. It is urgent to construct a village planning system suitable for the reduction growth of rural development in the new period of the Pearl River Delta from the perspective of spatial management. Based on this, this paper takes the Pearl River Delta village area as the research object, combined with the actual needs of the development of the Pearl River Delta village, constructs the planning system guiding the village space construction and development, and provides some guidance and reference for the village construction and development of the whole country. In this paper, the main contradictions restricting the development of Pearl River Delta villages are analyzed, and the planning problems of the villages in the Pearl River Delta are summarized from the retrospect of the development course of the village planning and construction in the Pearl River Delta. On the basis of fully understanding the connotation and significance of modern village planning, this paper puts forward the village planning strategy and path which is suitable for the current reduced growth and development demand in the Pearl River Delta (PRD). Combined with the logical connotation of the village planning system, the macro-meso-micro three-level planning system is constructed. Finally, taking Zengcheng, Conghua and other village planning as a case study, the author carries out the empirical analysis of county village construction planning, village group planning and village area comprehensive planning from three aspects: village planning, village group planning, village planning and so on, combined with the author's own participation in the village planning. Through the concrete application of programming theory, the feedback and correction of the new programming method and theory in practice are realized. Under the background of urban-rural planning and new urbanization road, village planning is endowed with new development goals and logical connotation. The village is not the isolated geographical unit between antagonism and city, but the interaction between urban and rural elements, and the understanding of spatial linkage should be permeated in village planning. In addition, based on the special geographical, consanguineous and clan characteristics of the village area, it is necessary to draw lessons from and transform the traditional village rules and regulations in modern village planning. From the perspective of the endogenous development power of modern villages, the essential goal of village planning is to realize the value of village resources, and to transform the village resources elements into village values through planning guidance. Based on this, it is necessary to establish a coordinated planning model of government, enterprise, planner and villager, and perfect the village planning system, which is coordinated by government, enterprise, planner and villager, and perfect the system of planning, regulation and administration. In the three-level planning system, macro-county village construction planning coordinates the overall development strategy of village areas under the jurisdiction, and micro-village domain planning implements concrete construction and spatial management. At the same time, this paper creatively puts forward the medium-sized rural group planning, so as to guide the rural group to become an indispensable part in the space and function of urban-rural dual system. Rural group planning plays an important role in improving the system of village planning in China. In terms of planning content, this paper puts forward targeted planning guidelines for different levels of village space control. At the macro county level, the implementation of the overall development direction of villages within the jurisdiction, clear scale planning, facilities co-ordination, ecological balance of strategic guidance; At the level of rural group, relying on the industry and resource base of the community, the regional brand promotion scheme of the rural group, the dynamic sharing of landscape painting and infrastructure of the community are designed. At the level of village domain, the classification guidelines of "legalization", "individuation" and "autonomy" are put forward for different types of villages with different stages and different needs. The study of village planning system based on Pearl River Delta region is a kind of planning exploration of village area spatial management. It has its demonstration guiding significance. But it has become a theoretical system of village planning, and there are still a lot of contents that need to be further studied.
