【摘要】：城市群外圍地區(qū)的農(nóng)村發(fā)展由于受到中心城市的影響較大,呈現(xiàn)出更加鮮明的特點(diǎn),也面臨著更加復(fù)雜的發(fā)展困境,需要在規(guī)劃層面加以應(yīng)對。文章以蘇中農(nóng)村地區(qū)為案例,結(jié)合統(tǒng)計(jì)數(shù)據(jù)和田野調(diào)查,從鄉(xiāng)村公共服務(wù)設(shè)施配置、住房建設(shè)及家庭狀況等方面探討了蘇中地區(qū)農(nóng)村發(fā)展的現(xiàn)實(shí)困境,包括公共服務(wù)設(shè)施配置的均等化與高服務(wù)質(zhì)量的矛盾、農(nóng)房建設(shè)與空置并存的矛盾、村鎮(zhèn)規(guī)劃失效的矛盾,以及為提高收入水平而付出"家庭解構(gòu)"代價(jià)的矛盾;分析了形成此種困境的原因;進(jìn)而結(jié)合對未來發(fā)展趨勢的判斷,提出了促進(jìn)農(nóng)村社會健康發(fā)展、提升農(nóng)民生活質(zhì)量的政策引導(dǎo)思路,包括設(shè)施向鎮(zhèn)區(qū)集聚和服務(wù)向農(nóng)村延伸并重,將鎮(zhèn)區(qū)(而非中心村)作為服務(wù)農(nóng)村的支點(diǎn),在整治農(nóng)村環(huán)境的同時(shí)高效利用閑置住房資源,差別引導(dǎo)人口流動以耦合農(nóng)村家庭等。
[Abstract]:The rural development in the periphery of the urban agglomeration is influenced by the central cities, which shows more distinctive characteristics and faces more complex development difficulties, which needs to be dealt with in the planning level. Taking rural areas in central Jiangsu as an example, combining with statistical data and field investigation, this paper discusses the practical difficulties of rural development in central Jiangsu from the following aspects: allocation of rural public service facilities, housing construction and family status. It includes the contradiction between the equalization of public service facilities and high service quality, the coexistence of rural housing construction and vacancy, the ineffectiveness of village and town planning, and the contradiction of paying the price of "family deconstruction" in order to improve the income level. The reasons for this dilemma are analyzed. Then, according to the judgment of the future development trend, the paper puts forward the policy guiding ideas to promote the healthy development of rural society and improve the quality of life of farmers, including the centralization of facilities to townships and the extension of services to rural areas. Taking the township (rather than the central village) as the fulcrum of serving the rural areas, the rural environment is renovated and the idle housing resources are utilized efficiently, and the population flow is guided by the difference to couple the rural families and so on.
