【摘要】："多規(guī)合一"是當下中國規(guī)劃領(lǐng)域的一個熱點話題。立足于促進和實現(xiàn)"多規(guī)合一",系統(tǒng)和深入地探討了我國規(guī)劃體系重構(gòu)的具體路徑。構(gòu)建有機和有序的統(tǒng)一規(guī)劃體系是中國"多規(guī)合一"的基本目的。規(guī)劃體系近期可重構(gòu)為"2+5"模式,即保留空間和發(fā)展2個規(guī)劃系統(tǒng),整合為城鄉(xiāng)建設(shè)、國土資源、生態(tài)環(huán)境、經(jīng)濟發(fā)展、社會發(fā)展5個規(guī)劃系列,并相應(yīng)編制和實施2個總體規(guī)劃和5個專題規(guī)劃進行統(tǒng)籌;遠期應(yīng)重構(gòu)為"1+4"模式,即融合為1個規(guī)劃系統(tǒng)(空間和發(fā)展兩個規(guī)劃系統(tǒng)合二為一)和城鄉(xiāng)建設(shè)、國土資源、生態(tài)環(huán)境、經(jīng)濟社會(經(jīng)濟發(fā)展和社會發(fā)展兩個規(guī)劃系列合二為一)4個規(guī)劃系列,并相應(yīng)編制和實施1個總體規(guī)劃和4個專題規(guī)劃作為統(tǒng)領(lǐng)。
[Abstract]:The integration of multiple rules and regulations is a hot topic in the field of planning in China. Based on the promotion and realization of "multi-planning in one", this paper systematically and deeply discusses the concrete path of reconstruction of planning system in China. To construct an organic and orderly unified planning system is the basic purpose of China's "integration of multiple rules and regulations". In the near future, the planning system can be reconstructed into a "25" model, that is, retaining space and developing two planning systems, and integrating them into five planning series, namely, urban and rural construction, land and resources, ecological environment, economic development and social development. And the corresponding formulation and implementation of 2 master plans and 5 thematic plans for overall planning; In the long run, it should be reconstructed into a "14" model, that is, the integration of one planning system (two planning systems of space and development) and urban and rural construction, land and resources, and ecological environment. Economic and social (economic development and social development two planning series combined into one) four planning series, and the corresponding formulation and implementation of a master plan and four thematic plans as the leader.
