【摘要】：發(fā)展環(huán)境的不確定性是規(guī)劃實(shí)施過程中必須面對(duì)的現(xiàn)實(shí)課題。隨著城市化進(jìn)程不斷深入,經(jīng)濟(jì)社會(huì)進(jìn)入了新的發(fā)展階段,各種新情況、新矛盾、新事物不斷涌現(xiàn),給城市規(guī)劃工作帶來了深刻影響。自從《城鄉(xiāng)規(guī)劃法》實(shí)施以來,城市規(guī)劃實(shí)施評(píng)價(jià)越來越受到關(guān)注和重視,已經(jīng)成為了城市總體規(guī)劃編制的重要構(gòu)成部分,研究面向發(fā)展不確定性的規(guī)劃實(shí)施評(píng)價(jià)的理論與方法變得非常必要。從國(guó)內(nèi)的規(guī)劃評(píng)價(jià)實(shí)踐來看,由于受政府體制等因素影響,面向發(fā)展不確定性的規(guī)劃實(shí)施評(píng)價(jià)的研究還不是很多。伴隨著改革步伐的不斷加快,社會(huì)經(jīng)濟(jì)各方面進(jìn)入了轉(zhuǎn)型升級(jí)的關(guān)鍵期,城鄉(xiāng)發(fā)展環(huán)境面臨不確定性的可能性大大增加。因此,探索發(fā)展不確定性下的動(dòng)態(tài)規(guī)劃實(shí)施評(píng)價(jià)具有很強(qiáng)的時(shí)代性和緊迫性。面對(duì)新形勢(shì)下的新常態(tài)發(fā)展,應(yīng)對(duì)工業(yè)區(qū)傳統(tǒng)優(yōu)勢(shì)逐漸缺失的新挑戰(zhàn),我國(guó)工業(yè)區(qū)由傳統(tǒng)的以工業(yè)為主向以創(chuàng)新和高端產(chǎn)業(yè)集群為特色的綜合新城區(qū)轉(zhuǎn)型已經(jīng)成為普遍的發(fā)展規(guī)律。本文從濱海工業(yè)區(qū)用地實(shí)施評(píng)價(jià)、規(guī)劃實(shí)施機(jī)理分析和發(fā)展不確定性下用地規(guī)劃調(diào)整等方面,借鑒已有的規(guī)劃評(píng)價(jià)理論,嘗試從剖析規(guī)劃實(shí)施偏差的原因、提出規(guī)劃適應(yīng)性調(diào)整策略和規(guī)劃修編建議,對(duì)濱海工業(yè)區(qū)在新的發(fā)展形勢(shì)下提出了一些對(duì)策措施。
[Abstract]:The uncertainty of development environment is a realistic subject that must be faced in the process of planning implementation. With the deepening of the urbanization process, the economic society has entered a new stage of development, various new situations, new contradictions, new things continue to emerge, which has brought a profound impact on the urban planning work. Since the implementation of the Urban and Rural Planning Law, more and more attention has been paid to the evaluation of urban planning implementation, which has become an important component of urban master planning. It is necessary to study the theory and method of planning implementation evaluation for development uncertainty. From the practice of planning evaluation in China, due to the influence of government system and other factors, the research of planning implementation evaluation for development uncertainty is not much. With the accelerating pace of reform, various aspects of social economy have entered the critical period of transformation and upgrading, and the possibility of uncertainty in urban and rural development environment has greatly increased. Therefore, it is urgent to explore the implementation evaluation of dynamic planning under the uncertainty of development. Facing the new normal development under the new situation, facing the new challenge that the traditional advantage of industrial area is gradually lacking, The transformation of industrial zones in China from traditional industrial-oriented to integrated new urban areas characterized by innovation and high-end industrial clusters has become a universal law of development. In this paper, from the aspects of land implementation evaluation of coastal industrial zone, analysis of planning implementation mechanism and adjustment of land use planning under uncertainty of development, this paper tries to analyze the causes of deviation in planning implementation from the view of existing planning evaluation theory. The adaptive adjustment strategy of planning and the suggestions of planning revision are put forward, and some countermeasures are put forward for the coastal industrial zone under the new development situation.
