【摘要】：濟南,自龍山文化肇始,歷經(jīng)漢、唐、明、清歷代發(fā)展,漸成規(guī)模。但當歷史的車輪駛入21世紀,濟南的城市發(fā)展卻面臨著結構性衰退和功能性衰退、基礎設施薄弱、對歷史文化遺產(chǎn)保護不足、公共設施落后、缺乏調控機制、交通擁擠等“老城區(qū)”綜合征。針對在社會經(jīng)濟發(fā)展、產(chǎn)業(yè)結構調整、生產(chǎn)布局轉移、城市建設水平提高等因素驅動下,如何讓城市重煥活力,滿足社會、經(jīng)濟的發(fā)展需求這一課題,濟南市實施了以棚戶區(qū)改造為主的舊城改造并取得一定成效。棚戶區(qū)改造的成功,一方面說明老城區(qū)居民希望通過改造得以改善居住條件,另一方面證明在濟南推進實施舊城更新是可行的。但對于城市從“增量”發(fā)展轉為“存量”再開發(fā),從追求經(jīng)濟增長轉為改善社會民生、完善城市功能、優(yōu)化空間布局和提高城市整體發(fā)展質量這一新形勢下產(chǎn)生的新問題,濟南還缺乏一套兼顧經(jīng)濟、社會和環(huán)境效益的管理策略和以人為本的舊城更新制度,濟南由舊城改造到舊城更新的升級提升已迫在眉睫。本文通過回顧濟南城市的發(fā)展歷程,結合國內外舊城更新理論和案例的分析研究,針對濟南市前期舊城改造工作中的收獲和遇到的問題,特別是在社會經(jīng)濟發(fā)展、產(chǎn)業(yè)機構調整、生產(chǎn)布局轉移、城市建設水平提高等因素驅動下,舊城改造難以兼顧全局的弊端,重點圍繞濟南舊城更新的思路、實施策略等問題,對濟南舊城更新規(guī)劃進行了分析研究,并以天橋區(qū)官扎營片區(qū)暨濟南火車站北場站一體化建設工程舊城更新項目為案例,進行了主要建筑物復建、商業(yè)綜合體規(guī)劃、地上地下交通布局等方面的具體規(guī)劃研究,力求為濟南舊城更新政策框架的建立和完善提供借鑒意義。
[Abstract]:Jinan, from the beginning of Longshan culture, has developed into scale through Han, Tang, Ming and Qing dynasties. However, as the wheel of history moves into the 21st century, Jinan's urban development is facing structural and functional decline, weak infrastructure, inadequate protection of historical and cultural heritage, backward public facilities, and lack of regulatory mechanisms. Traffic congestion and other "Old City" syndrome. Driven by factors such as social and economic development, adjustment of industrial structure, transfer of production layout and improvement of the level of urban construction, how to rejuvenate the city and meet the needs of social and economic development, Jinan has implemented the shantytown transformation of the old city and achieved certain results. The success of shantytown reconstruction on the one hand shows that the residents of the old city want to improve their living conditions through the transformation on the other hand proves that it is feasible to carry out the renewal of the old city in Jinan. However, new problems arise in the new situation of city development from "increment" to "stock", from the pursuit of economic growth to the improvement of people's livelihood, the improvement of urban function, the optimization of spatial distribution and the improvement of the quality of the overall development of the city. Jinan also lacks a set of economic, social and environmental benefits management strategy and people-oriented old city renewal system, Jinan from the old city to upgrade the upgrading of the old city is imminent. Through reviewing the development course of Jinan city, combining the theory and case analysis of old city renewal at home and abroad, this paper aims at the harvest and problems encountered in the reconstruction of the former old city of Jinan, especially in the social and economic development. Driven by the adjustment of industrial institutions, the transfer of production layout and the improvement of the level of urban construction, it is difficult to take into account the drawbacks of the overall situation in the transformation of the old city. The focus is on the ideas and implementation strategies for the renewal of the old cities in Jinan. This paper analyzes and studies the old city renewal planning of Jinan, and takes the old city renewal project of the Guanying District of Tianqiao District and the North Chang Station of Jinan Railway Station as an example, carries on the reconstruction of the main buildings and the planning of the commercial complex. In order to provide reference for the establishment and improvement of the policy framework of the old city of Jinan, the detailed planning and research on the layout of underground traffic above ground and so on.
