【摘要】：多規(guī)融合是新時期破解多規(guī)矛盾和提升空間治理水平的重要突破口。從多元利益主體的視角入手,系統(tǒng)分析了多規(guī)融合的政策演變過程,并根據(jù)推動主體將其劃分為理念的萌芽階段、單一部門主導(dǎo)的探索階段和多部門聯(lián)合、上下戮力的實踐階段。提出了多規(guī)融合的地方實踐主要包括部門合并、規(guī)劃事權(quán)整合和技術(shù)融合等。發(fā)現(xiàn)目前多規(guī)融合缺乏對各部門權(quán)力邊界的界定、為地方政府尋租提供可能和缺乏法律保障,并據(jù)此提出以多規(guī)融合為契機界定各部門權(quán)力、加強對地方政府行為的監(jiān)管和以法律保障多規(guī)融合實施等建議。
[Abstract]:Multi-regulation fusion is an important breakthrough in solving multi-regulation contradiction and improving spatial management level in the new period. From the perspective of multi-interest subjects, this paper systematically analyzes the policy evolution process of multi-planning integration, and divides it into the embryonic stage of idea, the exploration stage led by a single sector and the multi-sector association according to the promotion subject. The practical stage of exertion. The local practice of multi-planning integration mainly includes department merger, planning authority integration and technology integration. It is found that the current multi-regulation integration lacks the definition of the power boundary of various departments, and provides the possibility and lack of legal protection for the local government rent-seeking. Based on this, the author puts forward that the multi-regulation integration should be taken as an opportunity to define the power of the various departments. To strengthen the supervision of local government behavior and to protect the implementation of multiple regulations and other recommendations.
