Y市城市規(guī)劃公眾電子參與渠道優(yōu)化研究

【摘要】:我國城市規(guī)劃長期采取精英規(guī)劃、自上而下的封閉模式,缺乏真正意義上的公眾參與,以事后對抗性參與為主,比如近年來發(fā)生PX、垃圾焚燒場事件,政民之間的隔閡難以消除。近年來,互聯(lián)網(wǎng)和信息技術(shù)的發(fā)展為改善政府與民眾的關(guān)系提供了新的機(jī)遇。信息技術(shù)的特性大大提高了公眾參與的深度和廣度,促進(jìn)了社會公平和民主政治的實(shí)現(xiàn),基于該技術(shù)的電子參與逐步成為政府開展公眾參與的重要方式。從電話問政到門戶網(wǎng)站,從短信服務(wù)到社交媒體,一個(gè)多終端、多觸點(diǎn)的電子組合渠道正在為公眾參與提供高效、便捷和可持續(xù)發(fā)展的方案。本文著重探討如何通過搭建無縫對接渠道,最大限度擴(kuò)展參與的廣度,讓民意深入決策,實(shí)現(xiàn)政民合作的目標(biāo)。本文認(rèn)為電子參與是在開放數(shù)據(jù)的前提下,公眾以科技為中介,與政府進(jìn)行全過程的互動交流、共同創(chuàng)造、共同決策的過程。隨著大數(shù)據(jù)時(shí)代的到來,電子參與的含義有了進(jìn)一步延伸,它是公眾以信息技術(shù)為中介開展的各項(xiàng)活動所產(chǎn)生的海量數(shù)據(jù)成為政府決策的重要依據(jù)的過程。電子參與渠道能提升公眾隨時(shí)隨地參與的便捷度、提高數(shù)據(jù)開放下公眾參與的能力、擴(kuò)大公眾參與的數(shù)量和范圍、有助于形成迅速廣泛準(zhǔn)確的反饋機(jī)制。本文建立了電子參與渠道的四個(gè)層次,從電話傳真到政府網(wǎng)站、官方微博、社交網(wǎng)站、手機(jī)應(yīng)用,再到大數(shù)據(jù)的感知技術(shù),實(shí)現(xiàn)了從傳統(tǒng)通訊向互聯(lián)網(wǎng)、從被動參與向主動參與、從自上而下向自下而上的三個(gè)層次的跨越。本研究運(yùn)用政府回應(yīng)理論和參與階梯理論,將實(shí)證分析相結(jié)合和比較分析相結(jié)合的方法,對Y市規(guī)劃參與電子渠道進(jìn)行分析,發(fā)現(xiàn)其存在電子參與渠道單一、官方網(wǎng)站參與渠道缺乏全程性參與、官方微博參與渠道缺乏針對性的內(nèi)容和公關(guān)功能等三個(gè)問題,并從價(jià)值觀、政策依據(jù)以及公眾意識等方面深入探討原因,最后,從以下五個(gè)方面提出優(yōu)化策略:完善公眾參與的法律體系,營造良好的外部政治環(huán)境;樹立正確的價(jià)值理念,從思想上提升公眾參與的內(nèi)驅(qū)力;完善現(xiàn)有官方網(wǎng)站和微博的電子參與渠道互動功能;制定多終端、多觸點(diǎn)的電子參與組合渠道;加強(qiáng)知識教育,進(jìn)一步提升公眾參與的能力。
[Abstract]:For a long time, urban planning in our country adopts elite planning, top-down closed mode, lack of public participation in real sense, and mainly confrontational participation, such as the PX, incineration site incident in recent years. The estrangement between the government and the people cannot be eliminated. In recent years, the development of Internet and information technology provides new opportunities for improving the relationship between government and people. The characteristics of information technology have greatly improved the depth and breadth of public participation and promoted the realization of social equity and democratic politics. Electronic participation based on this technology has gradually become an important way for the government to engage in public participation. From phone calls to portals, from SMS services to social media, a multi-terminal, multi-contact electronic portfolio is providing efficient, convenient and sustainable solutions for public participation. This paper focuses on how to build a seamless docking channel to maximize the breadth of participation, let public opinion in-depth decision-making, and achieve the goal of cooperation between the government and the people. This paper holds that electronic participation is a process in which the public takes science and technology as an intermediary and interacts with the government to create and make decisions together on the premise of open data. With the arrival of big data era, the meaning of electronic participation has been further extended. It is the process of mass data generated by the activities of the public mediated by information technology as an important basis for government decision-making. Electronic participation channels can improve the convenience of public participation at any time, improve the ability of public participation under the open data, expand the number and scope of public participation, and help to form a rapid and accurate feedback mechanism. This paper has established four levels of electronic participation channels, from telephone fax to government website, official Weibo, social networking site, mobile phone application, and then to big data's perception technology, from traditional communication to the Internet. From passive participation to active participation, from top-down to bottom-up three levels of leaps and bounds. Using the theory of government response and the theory of participation ladder, this study combines the empirical analysis and comparative analysis to analyze the electronic channel of planning participation in Y city, and finds that there is a single electronic participation channel. The official website participation channel lacks the whole process participation, the official Weibo participation channel lacks the targeted content and the public relations function and so on three questions, and from the values, the policy basis and the public consciousness and so on aspect thorough discussion reason, finally, The optimization strategies are put forward from the following five aspects: perfecting the legal system of public participation and creating a good external political environment; Set up the correct value idea, improve the driving force of public participation ideologically; perfect the interactive function of the existing official website and Weibo's electronic participation channel; establish the multi-terminal, multi-contact electronic participation combination channel; Strengthen knowledge education and further enhance the ability of public participation.
