【摘要】：隨著湖南省高鐵的快速發(fā)展,高鐵發(fā)展區(qū)成為推動各地經(jīng)濟(jì)發(fā)展的新增長點。文章在分析湖南省高鐵發(fā)展區(qū)現(xiàn)狀情況的基礎(chǔ)上,指出目前建設(shè)存在同質(zhì)化競爭、新城人氣不足導(dǎo)致的"空城"現(xiàn)象、配套設(shè)施不完善、產(chǎn)業(yè)基礎(chǔ)薄弱和發(fā)展動力不足等問題。按照分類引導(dǎo)、因城施策等原則,根據(jù)站場條件、區(qū)位條件、發(fā)展?jié)摿εc城市規(guī)模等要素進(jìn)行分類,將湖南省22個高鐵發(fā)展區(qū)分為高鐵新城、高鐵組團(tuán)和高鐵片區(qū)三大類,因地制宜地從功能定位、規(guī)劃面積、綜合交通與產(chǎn)業(yè)發(fā)展方面提出分類引導(dǎo)策略,為湖南省高鐵發(fā)展區(qū)分類發(fā)展提供參考。
[Abstract]:With the rapid development of high-speed railway in Hunan province, the development area of high-speed railway has become a new growth point to promote the development of local economy. Based on the analysis of the present situation of the high-speed railway development area in Hunan Province, this paper points out that there are some problems such as homogenous competition in the construction at present, the phenomenon of "empty city" caused by the lack of popularity of the new city, the imperfect supporting facilities, the weak industrial foundation and the lack of development power. In accordance with the principles of classification and policy, according to the conditions of the station yard, the location conditions, the potential for development and the scale of the city, 22 high-speed railway development in Hunan Province is divided into three categories: the new high-speed rail city, the high-speed rail regiment and the high-speed rail area. In order to provide reference for the classification and development of high-speed railway development in Hunan Province, the classification and guidance strategies are put forward in terms of function orientation, planning area, comprehensive transportation and industrial development according to local conditions.
