【摘要】：國(guó)家自2009年以來大力推進(jìn)棚戶區(qū)改造,截至201 4年底,全國(guó)共改造各類棚戶區(qū)住房2080萬套、農(nóng)村危房1565萬戶,其中2013~2014年改造各類棚戶區(qū)住房820萬套、農(nóng)村危房532萬戶,有效改善了困難群眾的住房條件,發(fā)揮了帶動(dòng)消費(fèi)、擴(kuò)大投資的積極作用,促進(jìn)了社會(huì)和諧穩(wěn)定。但是由于棚戶區(qū)改造類項(xiàng)目拆遷騰退量大,改造周期長(zhǎng),資金需求量大等特點(diǎn),項(xiàng)目拆遷難度大、資金鏈緊張,導(dǎo)致項(xiàng)目推進(jìn)緩慢。針對(duì)上述問題,國(guó)家和北京市相繼出臺(tái)了各類棚戶區(qū)改造政策,為棚改項(xiàng)目提供從審批權(quán)限、審批流程、貸款政策和稅費(fèi)減免等方面給予支持,從而保證棚改項(xiàng)目順利推進(jìn)。
[Abstract]:The State has vigorously promoted the transformation of shantytowns since 2009. By the end of 2014, there were 20.8 million units of housing in various types of shantytowns and 15.65 million households of dangerous houses in rural areas. Of these, 8.2 million units were renovated in various shanty towns from 2013 to 2014, and 5.32 million houses were in crisis in rural areas. It has effectively improved the housing conditions of the people in need, played a positive role in driving consumption and expanding investment, and promoted social harmony and stability. However, because of the characteristics of large amount of demolition and retreat, long period of reconstruction and large demand for funds, it is difficult to demolish the project and the chain of funds is tight, which leads to the slow progress of the project. In response to the above problems, the state and Beijing have issued various shantytown reform policies one after another, providing support for the project from the aspects of approval authority, approval process, loan policy and tax reduction, so as to ensure the smooth progress of the greenhouse reform project.
