【摘要】：在電梯星羅密布的城市,如何合理、科學(xué)的防范電梯安全問題,保證電梯能夠安全的被人們使用,降低其對(duì)人類、財(cái)產(chǎn)等造成的威脅已經(jīng)成為了嚴(yán)重關(guān)乎人們生產(chǎn)生活的問題。特別是公共電梯的安全已經(jīng)不再是傳統(tǒng)的生產(chǎn)安全,而是社會(huì)公共安全問題,因此降低事故發(fā)生率、提升電梯安全系數(shù),已經(jīng)是政府進(jìn)行公共管理所必須面對(duì)的重要問題。本文首先分析我國城市公用電梯治理的現(xiàn)狀,指出其存在一些問題,主要有以下幾方面問題:制造安裝過程存在隱患、維護(hù)保養(yǎng)市場(chǎng)秩序混亂、使用單位主體義務(wù)履行不到位、市民對(duì)公用電梯使用不當(dāng)、檢驗(yàn)檢測(cè)機(jī)構(gòu)被動(dòng)服務(wù)、監(jiān)管部門面臨執(zhí)法困境、電梯安全治理協(xié)作性差。其次,剖析城市公用電梯安全治理存在問題的成因,主要有以下幾方面原因:制造安裝單位安全意識(shí)淡薄、維護(hù)保養(yǎng)單位追求經(jīng)濟(jì)效益、使用單位忽視主體責(zé)任、市民缺乏公共安全意識(shí)、檢驗(yàn)檢測(cè)機(jī)構(gòu)壟斷市場(chǎng)、監(jiān)管手段與需求存在矛盾、各個(gè)單位與部門缺乏協(xié)調(diào)。最后,提出城市公用電梯安全治理的對(duì)策建議:制造商對(duì)電梯安全性能責(zé)任“終身制”、規(guī)范維護(hù)保養(yǎng)市場(chǎng)、保障公用電梯使用安全、引導(dǎo)社會(huì)形成正面輿論導(dǎo)向、推進(jìn)檢驗(yàn)檢測(cè)機(jī)構(gòu)市場(chǎng)化、加強(qiáng)公用電梯監(jiān)管力度、建立公用電梯各機(jī)構(gòu)聯(lián)合協(xié)作機(jī)制。
[Abstract]:In the city where elevator star is dense, how to prevent elevator safety problem scientifically, how to ensure elevator can be safely used by people, and how to reduce the threat to human beings, property and so on has become a serious problem related to people's production and life. Especially, the safety of public elevators is no longer a traditional production safety, but a social public safety problem. Therefore, it is an important problem for the government to reduce the incidence of accidents and improve the elevator safety coefficient. This paper first analyzes the present situation of urban elevator management in our country, and points out some problems, such as the hidden trouble in manufacturing and installation process, the disorder of maintenance market, the unfulfilled obligation of the main body of the use unit, and so on. The public improper use of public elevators, the passive service of inspection and inspection institutions, the difficulties of supervision and control, and the poor coordination of elevator safety management. Secondly, this paper analyzes the causes of the problems existing in the safety management of urban public elevators, which are mainly due to the following reasons: weak safety awareness of manufacturing and installation units, pursuit of economic benefits by maintenance units, and neglect of the main responsibilities of the users. Citizens lack public safety consciousness, inspection and inspection agencies monopolize the market, there are contradictions between supervision means and demand, and various units and departments lack coordination. Finally, the paper puts forward the countermeasures and suggestions for the safety management of urban public elevators: the manufacturer is responsible for elevator safety performance "lifelong system", standardizes the maintenance market, ensures the safety of public elevators, and guides the society to form a positive public opinion guide. Promote the marketization of inspection and inspection institutions, strengthen the supervision of public elevators, and establish a joint cooperation mechanism of public elevator institutions.
