基于TOD模式的杭州市軌道交通與土地利用協(xié)調(diào)發(fā)展研究

【摘要】:本文剖析了杭州市軌道交通建設(shè)中交通與土地利用協(xié)調(diào)發(fā)展方面存在的問題,并以問題為導(dǎo)向,探討未來軌道交通條件下成功的TOD模式的優(yōu)化方向和相關(guān)設(shè)計(jì)要素,建立起系統(tǒng)性強(qiáng)、能夠真正實(shí)現(xiàn)TOD模式的技術(shù)框架體系。TOD模式是西方國家由于私人小汽車帶來了城市郊區(qū)低密度無序蔓延和城市的空心化、能源浪費(fèi)、環(huán)境破壞等城市問題而提出的新城市規(guī)劃指導(dǎo)思想。杭州的軌道交通站點(diǎn)周邊的TOD模式建設(shè)處于初期階段。本文通過理論研究、問題剖析、案例分析,提出成功的TOD模式4大優(yōu)化方向和15項(xiàng)設(shè)計(jì)要素。軌道交通自身的硬件條件是成功塑造TOD模式的基礎(chǔ)。本研究認(rèn)為應(yīng)加強(qiáng)用地規(guī)劃階段的軌道交通線站位優(yōu)化比選,軌道線站位應(yīng)支撐新城公共中心或功能片區(qū)的構(gòu)建,在TOD模式下重點(diǎn)發(fā)展區(qū)域應(yīng)加強(qiáng)軌道交通線站位方案優(yōu)化比選,線站位宜設(shè)置在生活性次干道或深入綜合體地塊內(nèi)部,不應(yīng)設(shè)置在快速路或交通功能較強(qiáng)的干道上。同時(shí)未來杭州在發(fā)展40-50km圈層的組團(tuán)和新城時(shí),不能沿用常規(guī)軌道交通方式,應(yīng)構(gòu)建多層次的軌道交通線網(wǎng)加強(qiáng)組團(tuán)構(gòu)建,盡早在規(guī)劃中確定軌道交通快軌制式支撐新城、組團(tuán)建設(shè)。軌道交通站點(diǎn)周邊應(yīng)安排合理的用地布局。合理的用地布局和開發(fā)強(qiáng)度應(yīng)支撐軌道交通客流,本研究將用地開發(fā)強(qiáng)度計(jì)算量化,將四階段模型法運(yùn)用于用地布局結(jié)構(gòu)和強(qiáng)度的測算,即采用門檻倒推法推斷站點(diǎn)周邊地塊開發(fā)強(qiáng)度的方法和站點(diǎn)合理(最佳)客流倒推用地平均開發(fā)強(qiáng)度的方法和基本思路。軌道交通站點(diǎn)周邊應(yīng)重視合理安排交通設(shè)施接駁。研究提出提出TOD模式下的道路網(wǎng)規(guī)劃不同于傳統(tǒng)的小汽車交通主導(dǎo)的道路網(wǎng)規(guī)劃,應(yīng)建設(shè)“窄馬路密路網(wǎng)”的細(xì)密路網(wǎng)體系;交通設(shè)施銜接方面應(yīng)堅(jiān)持優(yōu)先考慮公交、步行的銜接,提出各種交通方式銜接標(biāo)準(zhǔn)、方式、規(guī)模;同時(shí)要求加強(qiáng)地下空間開發(fā)。結(jié)合安寧交通理念及街道城市設(shè)計(jì),提出在道路設(shè)計(jì)、公共交通線路及站點(diǎn)詳細(xì)設(shè)計(jì)、街道設(shè)計(jì)等方面的設(shè)計(jì)原則和設(shè)計(jì)要求。
[Abstract]:This paper analyzes the problems existing in the coordinated development of traffic and land use in the construction of rail transit in Hangzhou, and discusses the optimization direction and relevant design elements of the successful TOD model under the condition of future rail transit. To set up a systematic and powerful technical framework system that can truly realize the TOD model. The Tod model is a waste of energy in western countries because private cars bring low density sprawl in the suburbs of the city and the hollowing out of the city. Environmental damage and other urban problems and put forward a new urban planning guidelines. The construction of TOD model around the rail transit station in Hangzhou is in the initial stage. Through theoretical research, problem analysis and case analysis, this paper puts forward 4 optimization directions and 15 design elements of successful TOD mode. The hardware condition of rail transit itself is the foundation of successfully shaping TOD mode. This study suggests that the optimization and selection of rail transit stations should be strengthened in the stage of land use planning, and the rail line stations should support the construction of the public center or functional area of the new city. Under the TOD mode, the optimization and selection of rail transit station should be strengthened in the key development area, and the line station should be located in the living secondary trunk road or deep into the complex plot, not on the expressway or on the trunk road with strong traffic function. At the same time, in the future, when Hangzhou is developing the 40-50km circle group and new city, it should not follow the conventional rail transit mode, it should build a multi-level rail transit network to strengthen the group building, and determine the rail transit fast rail system to support the new city as soon as possible in the planning. Group building. The rail transit station periphery should arrange the reasonable land layout. The rational distribution and intensity of land use should support the passenger flow of rail transit. In this study, the calculation of the intensity of land use development is quantified, and the four-stage model method is applied to the calculation of the structure and intensity of the land use layout. That is, the method of inferring the development intensity of land block around the station and the method and the basic idea of the average development intensity of the reasonable (optimal) passenger flow backstepping land by using the threshold inversion method. Attention should be paid to reasonable arrangement of transportation facilities around rail transit stations. This paper puts forward that the road network planning under the TOD mode is different from the traditional road network planning dominated by car traffic, and the detailed road network system of "narrow road network" should be built, and that priority should be given to public transport in connection with traffic facilities. The connection standard, mode and scale of various traffic modes are put forward, and the development of underground space should be strengthened at the same time. Combined with the concept of peaceful traffic and the design of street city, this paper puts forward the design principles and design requirements in the aspects of road design, detailed design of public transport routes and stations, street design, etc.
