【摘要】：以江蘇省阜寧縣為例,借鑒國家、省主體功能區(qū)劃理論和方法研究,解決了不同類型評價指標(biāo)的空間賦值、分值迭加及其發(fā)展類型判別等問題,提出東部平原地區(qū)縣級主體功能區(qū)劃分思路:構(gòu)建適合于縣級單元區(qū)劃的指標(biāo)體系,分析計算各個指標(biāo),測算開發(fā)評價指數(shù);根據(jù)江蘇省主體功能區(qū)劃結(jié)果確定的比例,將縣域空間劃分為開發(fā)與保護兩類空間單元;在開發(fā)空間單元中,運用指標(biāo)測算將其分為優(yōu)化開發(fā)、重點開發(fā)兩大區(qū)域;在保護空間單元中,通過生態(tài)敏感性指標(biāo),將其分為限制開發(fā)和禁止開發(fā)兩大區(qū)域;結(jié)合縣級發(fā)展戰(zhàn)略,進行綜合集成,提出最終區(qū)劃方案.此外,在縣級主體功能區(qū)劃的基礎(chǔ)上,對鎮(zhèn)域空間開發(fā)范圍邊界進行探討,以期為縣域產(chǎn)業(yè)空間布局提供參考.
[Abstract]:Taking Funing County of Jiangsu Province as an example and referring to the theory and method of national and provincial main function regionalization, the problems of spatial assignment, superposition and discrimination of development types of different types of evaluation indexes are solved. The paper puts forward the idea of dividing the main function areas of the county level in the eastern plain area: constructing the index system suitable for the division of the county unit, analyzing and calculating each index, calculating the development evaluation index, determining the proportion according to the result of the main function regionalization of Jiangsu Province, The county space is divided into two kinds of space units: the development space unit and the protection space unit. In the development space unit, the county space unit is divided into two areas by using the index calculation, which is divided into two areas, and the ecological sensitivity index is adopted in the protected space unit. It can be divided into two regions: restricted development and forbidden development, and combined with county level development strategy, the final regionalization scheme is put forward. In addition, on the basis of the main function regionalization at county level, this paper probes into the boundary of the space development scope of town area, in order to provide reference for the spatial layout of county area industry.
