【摘要】：國(guó)內(nèi)LNG行業(yè)經(jīng)過10余年的發(fā)展,已累計(jì)建成32臺(tái)大型LNG儲(chǔ)罐,預(yù)計(jì)未來其建設(shè)數(shù)量仍會(huì)呈現(xiàn)大幅度增長(zhǎng)。隨著項(xiàng)目特征的改變、業(yè)主單位多方位需求和期望的提高,如何科學(xué)地選擇一個(gè)適合項(xiàng)目的發(fā)包模式,在維護(hù)業(yè)主利益方面具有重要的影響。本文在現(xiàn)有多種工程發(fā)包模式的基礎(chǔ)上,通過運(yùn)用層次分析法研究分析適合大型LNG低溫儲(chǔ)罐工程的發(fā)包模式。首先,通過對(duì)國(guó)內(nèi)外已建成的LNG儲(chǔ)罐工程的發(fā)包模式以及國(guó)內(nèi)廣泛應(yīng)用的發(fā)包模式進(jìn)行對(duì)比分析并結(jié)合業(yè)主單位能力的現(xiàn)狀,確定了DBB模式、EPC總承包模式、CM模式以及EP+C模式四項(xiàng)作為分析研究的備選方案層;其次,通過文獻(xiàn)研究、專家咨詢和判斷,確定了5個(gè)準(zhǔn)則層一級(jí)指標(biāo)和14個(gè)子準(zhǔn)則層二級(jí)指標(biāo),并完成大型LNG儲(chǔ)罐工程發(fā)包模式選擇層次結(jié)構(gòu)模型的構(gòu)建。最后,基于層次結(jié)構(gòu)模型設(shè)計(jì)問卷,并向選定的專家發(fā)放問卷調(diào)查以獲得判斷矩陣基礎(chǔ)數(shù)據(jù),運(yùn)用軟件分析計(jì)算出5個(gè)準(zhǔn)則層及14個(gè)子準(zhǔn)則層指標(biāo)的權(quán)重,并進(jìn)一步計(jì)算得到方案層各備選發(fā)包模式的決策數(shù)據(jù)。計(jì)算結(jié)果顯示,EPC總承包模式是最優(yōu)的選擇,DBB模式次之。本文通過對(duì)發(fā)包模式的研究分析以及層次分析法的運(yùn)用,探索并構(gòu)建了一套適合于LNG儲(chǔ)罐工程發(fā)包模式選擇的方法,具有較好的實(shí)用價(jià)值和研究意義。
[Abstract]:After more than 10 years of development, the domestic LNG industry has built 32 large LNG storage tanks, and it is expected that the number of LNG storage tanks will continue to increase by a large margin in the future. With the change of project characteristics and the improvement of owners' demands and expectations, how to scientifically select a suitable contracting mode for the project will have an important impact on the maintenance of owners' interests. Based on the existing contracting modes of various projects, this paper studies and analyzes the contracting modes suitable for large LNG cryogenic storage tank projects by using the Analytic hierarchy process (AHP). First of all, by comparing the domestic and foreign LNG storage tank project contracting mode and domestic widely used contracting mode, and combining with the current situation of the owner's capacity. Four items of DBB mode, EPC general contracting mode, CM model and EP C model, are determined as the alternative for analysis and research. Secondly, through literature research, expert consultation and judgment, The first grade index of five criterion layer and the second grade index of 14 sub-criterion layer were determined, and the model of the model selection for large LNG storage tank project was constructed. Finally, a questionnaire is designed based on hierarchical structure model, and a questionnaire is sent to selected experts to obtain the basic data of judgment matrix. The weight of five criterion layers and 14 sub-criteria layers are calculated by software analysis. Furthermore, the decision data of each alternative contracting mode are calculated. The results show that EPC general contracting mode is the best choice. Through the research and analysis of the contracting mode and the application of AHP, this paper explores and constructs a set of suitable methods for the selection of the contracting mode of LNG storage tank project, which has good practical value and research significance.
