【摘要】：在城市規(guī)劃主管部門的統(tǒng)一部署下,市政公用設(shè)施項目的設(shè)計工作在空間上尚能有序安排,但在時間上則處于較為混亂的狀態(tài),導(dǎo)致城市公共空間的反復(fù)施工,造成大量的資源浪費和環(huán)境污染。當(dāng)前市政公用設(shè)施項目的設(shè)計工作多由國有或民營設(shè)計院承擔(dān),建設(shè)單位及設(shè)計單位基本沿用長期以來形成的固有管理模式進(jìn)行設(shè)計管理工作,已不能適應(yīng)城市新區(qū)建設(shè)的現(xiàn)實需要。為統(tǒng)籌安排、組織集成城市市政公用設(shè)施項目群的建設(shè)全壽命周期中的設(shè)計階段的所有工作,亟需建立新型的設(shè)計管理模式。本論文主要研究項目群管理理論以及設(shè)計管理理論用以指導(dǎo)市政公用設(shè)施項目群設(shè)計管理工作。論文首先闡述了項目群范圍定義、工作分解、人力資源規(guī)劃、團(tuán)隊管理、溝通管理等項目群管理相關(guān)概念及理論。隨后進(jìn)行了項目群設(shè)計管理模式的構(gòu)建分析,內(nèi)容包括組織結(jié)構(gòu)分析、結(jié)構(gòu)形態(tài)創(chuàng)新、團(tuán)隊的信任促進(jìn)機制、沖突消解機制、設(shè)計界面的分類、設(shè)計界面的管理等,使項目群管理理論在市政公用設(shè)施項目的設(shè)計管理工作這一特定領(lǐng)域得以落實。論文最后將項目群管理理論用以指導(dǎo)A開發(fā)區(qū)市政公用設(shè)施項目群的設(shè)計管理實踐,印證了該理論的適用性,并為今后同類型項目的設(shè)計管理模式提供參考。
[Abstract]:With the unified deployment of the urban planning authorities, the design work of the municipal utility projects can be arranged in an orderly manner in space, but in a more chaotic state in time, resulting in repeated construction of urban public spaces. A large amount of waste of resources and environmental pollution. At present, the design work of municipal utility projects is mostly undertaken by state-owned or private design institutes. The construction units and design units basically follow the inherent management mode formed for a long time to carry out the design and management work. It has not been able to meet the actual needs of the construction of new urban areas. In order to organize and integrate all the work in the design stage in the whole life cycle of the construction of the urban public utility project group, it is urgent to establish a new design management model. This paper mainly studies the theory of project group management and the theory of design management to guide the design and management of municipal utility project. In this paper, the definition of project cluster scope, work decomposition, human resource planning, team management, communication management and other related concepts and theories of project group management are introduced. Then it analyzes the construction of project group design management mode, including organizational structure analysis, structural form innovation, team trust promotion mechanism, conflict resolution mechanism, design interface classification, design interface management, etc. The theory of project group management can be implemented in the field of design and management of municipal utility projects. Finally, the project group management theory is used to guide the design and management practice of the municipal utility project group in development zone A, which confirms the applicability of the theory, and provides a reference for the design and management mode of the same type of project in the future.
