【摘要】：長(zhǎng)期以來(lái),我國(guó)基礎(chǔ)設(shè)施建設(shè)始終處于滯后狀態(tài),為滿(mǎn)足不斷發(fā)展的社會(huì)需求,國(guó)家進(jìn)行大量的努力,推動(dòng)市政工程項(xiàng)目快速增長(zhǎng),但伴隨著數(shù)量增漲的同時(shí),市政工程的建設(shè)卻沒(méi)有達(dá)到理想中的效果,出現(xiàn)很多發(fā)展中的問(wèn)題。如資金利用不充分,公眾認(rèn)可度不高等,這些問(wèn)題都在一定程度上影響了市政工程的績(jī)效。因此,市政工程績(jī)效管理問(wèn)題受到業(yè)界廣泛關(guān)注,大量的學(xué)者及專(zhuān)家進(jìn)行研究,以期獲得具有普適意義的研究成果。然而,現(xiàn)階段我國(guó)市政工程項(xiàng)目績(jī)效評(píng)價(jià)工作尚處于初級(jí)階段,還未形成規(guī)范化、制度化的體系。無(wú)論是評(píng)價(jià)理論、評(píng)價(jià)指標(biāo)還是評(píng)價(jià)方法,都存在一些不足。要解決這些問(wèn)題,需要結(jié)合市政項(xiàng)目的特征對(duì)績(jī)效評(píng)價(jià)進(jìn)行系統(tǒng)研究,首先要從理論上明晰績(jī)效評(píng)價(jià)概念,為我國(guó)市政工程項(xiàng)目績(jī)效的有效評(píng)價(jià)指出方向,建立可行、可信、高效的績(jī)效評(píng)價(jià)理論;在此基礎(chǔ)上,構(gòu)建出科學(xué)合理的市政工程項(xiàng)目績(jī)效評(píng)價(jià)指標(biāo)體系;最終優(yōu)選出合適的績(jī)效評(píng)價(jià)方法。正是立足于此,本文建立了市政工程項(xiàng)目的績(jī)效評(píng)價(jià)體系并進(jìn)行應(yīng)用研究。本文綜合闡述了國(guó)內(nèi)外在此領(lǐng)域的研究現(xiàn)狀、對(duì)市政工程項(xiàng)目實(shí)際評(píng)價(jià)中可能遇到的種種問(wèn)題進(jìn)行總結(jié)并溯因、歸納總結(jié)提取了對(duì)市政工程項(xiàng)目的效果評(píng)判可能造成重大影響的多種因素,并在此基礎(chǔ)上應(yīng)用層次分析法的原理及評(píng)價(jià)方法,結(jié)合本人工作實(shí)際內(nèi)容,構(gòu)建出重慶市主城區(qū)排水(雨水)防澇綜合規(guī)劃市政工程項(xiàng)目績(jī)效評(píng)價(jià)模型,并對(duì)該項(xiàng)目進(jìn)行績(jī)效評(píng)價(jià)。
[Abstract]:For a long time, the infrastructure construction of our country has been lagging behind. In order to meet the continuous development of social demand, the country has made a great deal of efforts to promote the rapid growth of municipal engineering projects, but with the increase in the number of at the same time, However, the construction of municipal engineering has not achieved the desired results, there are a lot of problems in the development. These problems affect the performance of municipal engineering to some extent, such as inadequate use of funds and low public acceptance. Therefore, the problem of municipal engineering performance management is widely concerned by the industry, a large number of scholars and experts to study, in order to obtain universal significance of research results. However, at present, the performance evaluation of municipal engineering projects in our country is still in the primary stage and has not yet formed a standardized and institutionalized system. Whether it is evaluation theory, evaluation index or evaluation method, there are some shortcomings. In order to solve these problems, it is necessary to systematically study the performance evaluation in combination with the characteristics of municipal projects. Firstly, we should clarify the concept of performance evaluation in theory, point out the direction for effective evaluation of the performance of municipal engineering projects in China, and establish a feasible and credible approach. Efficient performance evaluation theory; on this basis, build a scientific and reasonable performance evaluation index system of municipal engineering projects; finally, select the appropriate performance evaluation method. Based on this, this paper establishes the performance evaluation system of municipal engineering projects and carries on the application research. In this paper, the current situation of research in this field at home and abroad is comprehensively expounded, and the problems that may be encountered in the actual evaluation of municipal engineering projects are summarized and the causes are traced back. This paper summarizes and extracts many factors which may cause great influence on the evaluation of the effect of municipal engineering projects, and on this basis applies the principle and evaluation method of Analytic hierarchy process (AHP), combined with the actual contents of my work. The performance evaluation model of municipal engineering project of urban drainage (Rain Water) comprehensive planning in Chongqing was constructed, and the performance evaluation of the project was carried out.
