基于GIS的城鄉(xiāng)規(guī)劃審批管理系統(tǒng)設計與開發(fā)研究

【摘要】:城鄉(xiāng)規(guī)劃是以促進社會經(jīng)濟可持續(xù)發(fā)展為根本任務,對城鄉(xiāng)的空間布局、土地利用以及各項建設等進行綜合安排、科學部署和實施管理的空間布局規(guī)劃。城鄉(xiāng)規(guī)劃審批管理作為城鄉(xiāng)規(guī)劃工作中的重要部分包括了圍繞“一書三證”進行的城鄉(xiāng)規(guī)劃建設項目審批管理,其管理的有效程度對于城鄉(xiāng)規(guī)劃建設有著重大影響。目前,中國正處于城市化快速發(fā)展時期,城市建設規(guī)模的不斷擴大及建設步伐的加速使得信息量急劇增加,規(guī)劃審批管理工作日益繁重,對于管理規(guī)范性、科學性、及服務水平等的要求也有了大幅提高。城鄉(xiāng)規(guī)劃審批管理的對象不僅涉及文檔類數(shù)據(jù)還有圖形數(shù)據(jù),傳統(tǒng)的審批手段多采用手工辦公模式,工作效率低并且紙質的材料不便于管理,雖然現(xiàn)在融合了信息技術,實現(xiàn)了網(wǎng)絡化的審批管理,但圖形材料的審批大多還是在商業(yè)圖形軟件的基礎上完成,不僅成本高,而且功能較為復雜,不便于用戶快速學習和適應。在這樣的背景之下,有必要構建專門服務于城鄉(xiāng)規(guī)劃審批的管理系統(tǒng),通過有效的審批手段及現(xiàn)代信息技術使審批管理更加簡單、高效和科學。本文針對審批管理的特點及傳統(tǒng)審批方式的不足之處,通過總結審批主要業(yè)務及規(guī)范化的流程,在地理信息系統(tǒng)技術、空間數(shù)據(jù)庫技術及計算機技術的基礎上,設計并開發(fā)出一套服務于城鄉(xiāng)規(guī)劃審批管理工作的專題型GIS系統(tǒng),實現(xiàn)了圖文一體化的審批管理。本文對基于GIS的城鄉(xiāng)規(guī)劃審批管理系統(tǒng)進行了體系結構設計及各個功能模塊的設計,建立了專屬的規(guī)劃審批管理數(shù)據(jù)庫,并實現(xiàn)了項目管理、圖文一體化審批、跟蹤督辦、輔助審批服務、證書管理等功能。通過有效的審批模式及優(yōu)化的管理手段,不僅實現(xiàn)了數(shù)據(jù)的共享,提高了審批效率,縮短了審批周期,并且有助于提高審批決策的有效性、準確性及可靠性,使城鄉(xiāng)規(guī)劃審批管理更加科學化、規(guī)范化、透明化。
[Abstract]:Urban and rural planning is to promote the sustainable development of social economy as the fundamental task, the spatial layout of urban and rural areas, land use and construction of comprehensive arrangements, scientific deployment and implementation of the management of spatial layout planning. As an important part of urban and rural planning, the examination and approval management of urban and rural planning includes the examination and approval management of urban and rural planning and construction projects around "one book and three certificates", and the effective degree of its management has a great impact on urban and rural planning and construction. At present, China is in the period of rapid development of urbanization, the continuous expansion of the scale of urban construction and the acceleration of the pace of construction make the amount of information increase rapidly, the planning examination and approval management work is increasingly heavy, and the management is normative and scientific. And the level of services and other requirements have been greatly improved. The object of urban and rural planning examination and approval management involves not only the document type data but also the graphic data. The traditional examination and approval method mostly adopts the manual office mode, the work efficiency is low and the paper material is not easy to manage, although now the information technology is integrated, The approval management of network is realized, but the examination and approval of graphics materials is mostly completed on the basis of commercial graphic software. It is not only high cost, but also complex function, which is not convenient for users to learn and adapt quickly. Under this background, it is necessary to construct a special management system to serve the urban and rural planning examination and approval, and to make the examination and approval management simpler, more efficient and more scientific through effective examination and approval means and modern information technology. In view of the characteristics of examination and approval management and the shortcomings of traditional examination and approval methods, this paper summarizes the main business and standardized process of examination and approval, on the basis of GIS technology, spatial database technology and computer technology. This paper designs and develops a special GIS system for urban and rural planning examination and approval management, which realizes the integrated examination and approval management of graph and text. In this paper, the system structure of urban and rural planning examination and approval management system based on GIS and the design of each function module are designed, and the database of exclusive planning approval management is established, and the project management, the integrated examination and approval of graphics and text, and the tracking supervision are realized. Auxiliary examination and approval service, certificate management and other functions. Through the effective examination and approval mode and the optimized management means, it not only realizes the data sharing, improves the examination and approval efficiency, shortens the examination and approval cycle, but also helps to improve the validity, accuracy and reliability of the examination and approval decision. Make urban and rural planning examination and approval management more scientific, standardized, transparent.
