【摘要】：城市供水產(chǎn)業(yè)以滿足城市及工業(yè)用水為目標(biāo),承擔(dān)著城市水資源有效開發(fā)和合理利用的重要職責(zé),也是維系一個城市不斷建設(shè)發(fā)展的基礎(chǔ)產(chǎn)業(yè)之一。水務(wù)行業(yè)通過對水資源的良性開采、合理加工、高效率的輸送、有效回收和充分利用等,來滿足城市和工業(yè)用水的需求,是城市經(jīng)濟(jì)建設(shè)、居民生活、工業(yè)生產(chǎn)維持正常運(yùn)行的最基礎(chǔ)的要素。傳統(tǒng)的水資源城鄉(xiāng)分割、地下水和地表水分割的運(yùn)營體制嚴(yán)重制約了城市發(fā)展,已經(jīng)越來越不適應(yīng)社會發(fā)展的需要。國際學(xué)術(shù)界普遍認(rèn)為,現(xiàn)代城市產(chǎn)生高經(jīng)濟(jì)效益和可持續(xù)發(fā)展,必須建立統(tǒng)一管理的以道路網(wǎng)、電力網(wǎng)、水網(wǎng)和信息網(wǎng)為主的網(wǎng)絡(luò)基礎(chǔ),其中水網(wǎng)是非常關(guān)鍵的一環(huán)。國外水務(wù)運(yùn)營的經(jīng)驗(yàn)也表明,城鄉(xiāng)供水一體化運(yùn)營有利于水資源優(yōu)化配置和可持續(xù)利用,符合水資源本身的自然屬性和生態(tài)屬性。城市中職責(zé)交叉、部門分割的傳統(tǒng)水行政運(yùn)營體制所暴露出的眾多缺陷,加劇了供水運(yùn)營體制改革的訴求,而當(dāng)前的國家大部制改革無疑成為推動有機(jī)整合水務(wù)行政管理職能、集中統(tǒng)一管理涉水事務(wù)的強(qiáng)大動力,更在國家政策層面為水務(wù)運(yùn)營體制改革提供了條件。而供水是水務(wù)行業(yè)的核心部分,供水一體化運(yùn)營是水務(wù)一體化運(yùn)營的前提,在此背景下,本研究對供水一體化運(yùn)營進(jìn)行探索,以促進(jìn)提高供水乃至水務(wù)行業(yè)管理效率及運(yùn)營發(fā)展。通過對國內(nèi)外供水一體化成功經(jīng)驗(yàn)的分析發(fā)現(xiàn),在健全地方性水務(wù)法規(guī)的基礎(chǔ)上引入市場化運(yùn)行方式,搭建多元化資本運(yùn)作平臺,是實(shí)現(xiàn)供水一體化良好運(yùn)營的有效做法。本文結(jié)合東莞地方特色,在充分考慮東莞供水發(fā)展現(xiàn)狀和運(yùn)營的現(xiàn)實(shí)基礎(chǔ)的基礎(chǔ)上,提出以確定供水一體化運(yùn)營的主體、健全地方性水務(wù)法規(guī)體系、促進(jìn)供水信息化建設(shè)、引入市場化運(yùn)行方式、搭建多元化資本運(yùn)作平臺等為主要內(nèi)容的運(yùn)營思路;并提出了首先整合市區(qū)供水業(yè)務(wù),然后整合東江水務(wù)統(tǒng)籌供水的23個鎮(zhèn)街的供水業(yè)務(wù),最終整合全市供水資產(chǎn)的三步走路徑。最后,為保障供水一體化運(yùn)營的順利實(shí)施提出了行政管理措施、企業(yè)運(yùn)營管理、項(xiàng)目資金籌措、配套工程措施、整合村級水廠等方面的保障措施。
[Abstract]:The urban water supply industry, which aims to meet the needs of urban and industrial water, is responsible for the effective development and rational utilization of urban water resources, and is also one of the basic industries to maintain the continuous construction and development of a city.The water industry can meet the needs of urban and industrial water through the benign exploitation of water resources, rational processing, high efficiency transportation, effective recovery and full utilization, which is the economic construction of the city and the life of the residents.The most basic element of industrial production to maintain normal operation.The traditional operation system of urban and rural water resources, groundwater and surface water partition seriously restricts the urban development, and has become more and more unsuitable for the needs of social development.The international academic circles generally believe that modern cities produce high economic benefits and sustainable development, so it is necessary to establish a unified management network based on road network, power network, water network and information network, among which water network is a very critical part.The experience of foreign water operation also shows that the integrated operation of urban and rural water supply is beneficial to the optimal allocation and sustainable utilization of water resources, which accords with the natural and ecological attributes of water resources.The shortcomings of the traditional water administration system, which is characterized by the overlapping of responsibilities and division of departments in the city, have aggravated the demands of the reform of the water supply operation system, and the current national large-scale system reform has undoubtedly become the function of promoting the organic integration of the water administration and management.The powerful power of centralized and unified management of water-related affairs provides conditions for the reform of water operation system at the national policy level.The water supply is the core part of the water supply industry, and the integrated operation of water supply is the premise of the integrated operation of water supply. Under this background, this study explores the integrated operation of water supply.In order to promote the water supply and even water industry management efficiency and operational development.Through the analysis of the successful experience of water supply integration at home and abroad, it is found that it is an effective way to realize the good operation of water supply integration by introducing market-oriented operation mode on the basis of perfecting local water affairs laws and regulations and setting up a diversified capital operation platform.On the basis of considering the present situation of Dongguan water supply development and the practical basis of its operation, this paper puts forward that the main body of the integrated operation of water supply should be determined, the local water affairs laws and regulations system should be perfected, and the information construction of water supply should be promoted.Introduce market-oriented operation mode, build diversified capital operation platform as the main content of the operation, and put forward the integration of urban water supply business, and then the integration of Dongjiang water supply of 23 town street water supply business,Finally, the integration of the city's water supply assets of the three-step path.Finally, in order to ensure the smooth implementation of the integrated operation of water supply, the paper puts forward the measures of administrative management, enterprise operation and management, project financing, supporting engineering measures, integration of village water plants, and so on.
