降低居住密度與治理城市擁堵的關(guān)聯(lián)度

【摘要】:為治理城市交通擁堵,我國采取了諸多措施,但成效并不顯著,重要原因是未從居住密度的視角提出針對性舉措。擁堵的本質(zhì)是人、車密度過大。比較發(fā)現(xiàn),與國外因汽車社會發(fā)展出現(xiàn)城市中心人口密度下降現(xiàn)象不同,我國城市住宅集合化引致建成區(qū)居住極限密集,并且在機(jī)動車數(shù)量高速增長的最近十多年,部分地區(qū)土地利用結(jié)構(gòu)中居住和交通用地比重在減少、路網(wǎng)密度在降低,建成區(qū)人口密度卻在增加,因此擁堵日益嚴(yán)重。順應(yīng)產(chǎn)業(yè)結(jié)構(gòu)變化、汽車社會發(fā)展、貿(mào)易自由化的形勢,土地利用中應(yīng)提高居住和交通用地的比重。
[Abstract]:In order to control urban traffic congestion, China has taken a lot of measures, but the effect is not remarkable. The important reason is that it has not put forward targeted measures from the perspective of residential density. The essence of congestion is people, and the density of cars is too high. Different from the phenomenon of decreasing population density in urban centers in foreign countries due to the development of automobile society, urban residential agglomeration in our country leads to the density of residential limit in the built-up areas, and in the last decade or so, the number of motor vehicles has been growing at a high speed. In some areas, the proportion of residential and traffic land in the land use structure is decreasing, the road network density is decreasing, but the population density in the built-up areas is increasing, so the congestion is becoming more and more serious. Trade liberalization situation, land use should increase the proportion of residential and traffic land.
