【摘要】：災難是人類生活的常態(tài),安全是人類社會永恒的主題。無論是2008年的汶川地震、2012年北京暴雨事件,還是2014年云南魯甸地震都向我們傳遞了一個清晰的事實:危險就在我們身邊,城市需要建構一種新的機制來應對這些危機。目前,國際上針對應對災害的城市體系,建構了“彈性城市”的研究框架,并對“可持續(xù)”的概念進行了新的思考,而作為“彈性城市”重要組成部分“可持續(xù)防災社區(qū)”,例如美國可持續(xù)防災社區(qū),日本防災生活圈等值的我國學習和借鑒。社區(qū)作為人們的日常生活場所,災害發(fā)生后常常因為災情無法傳訊,救災隊伍也無法進入社區(qū),而延誤救災黃金時機,這時就凸顯了社區(qū)在減災,災時自救與災后重建中的重要性。社區(qū)防災系統(tǒng)是城市防災系統(tǒng)的神經末梢,社區(qū)的安全直接關系到居民的生活安全與質量。因此,怎樣建設以社區(qū)規(guī)劃和參與為基礎的防災機制,整合多方社區(qū)防災資源,促進社區(qū)從防災減災的“應急”建設向常態(tài)化與可持續(xù)化建設,實現社區(qū)從“被動防御”向應對災害的“彈性”轉變,進而成為具有可持續(xù)防災能力的社區(qū),已成為當今城市防災所必需探討的課題。本論文根據我國國情,結合國外的建設經驗,對可持續(xù)的防災社區(qū)體系的建構內容與技術途徑進行研究。首先,對美、日、英、中國、中國臺灣當前防災社區(qū)建設的理論、政策與實踐進行梳理,對可持續(xù)防災社區(qū)發(fā)展的背景、定義、內涵、特點與構成要素進行了介紹,分析了我國目前社區(qū)防災建設存在的現狀與問題。其次,在概念與國外建設經驗的基礎上,建構了可持續(xù)防災社區(qū)建設框架的內容,明確可持續(xù)防災社區(qū)構建的三級單元:基礎社區(qū)防災單元、街道社區(qū)防災單元、綜合社區(qū)防災單元。對可持續(xù)防災社區(qū)的系統(tǒng)的物質性環(huán)境要素、非物質環(huán)境要素、資源要素的內容與建設技術途徑提出具體的指標與構建方法。最后,本文以武漢市洪山區(qū)珞南路博苑社區(qū)為例,對社區(qū)現有防災體系中的物質性要素和非物質性要素進行分析,并對其向可持續(xù)防災社區(qū)發(fā)展提出建議。本論文建構了我國可持續(xù)防災社區(qū)建設與推行的基本框架,提出了以綜合性和全程性為導向的社區(qū)防災規(guī)劃辦法。將社區(qū)防災的全過程作為基礎進行平災結合的設計,并以政府、社會、社區(qū)等多方參與合作的防災社區(qū)機制、具有防災能力的社區(qū)空間單元建構模式等建設具有日常應變能力和持續(xù)防災能力的社區(qū),國內防災社區(qū)規(guī)劃與建設研究提供有益參考。
[Abstract]:Disaster is the norm of human life, and safety is the eternal theme of human society. Whether it was the Wenchuan earthquake on 2008, the heavy rain in Beijing on 2012, or the Ludian earthquake in Yunnan on 2014, it has given us a clear fact: the danger lies with us. Cities need to build a new mechanism to deal with these crises. At present, the international community has constructed a research framework of "flexible city" for the urban system of disaster response, and has made a new thinking on the concept of "sustainable". As an important part of "flexible city", "sustainable disaster prevention community", such as the sustainable disaster prevention community in the United States, Japan's disaster prevention life circle equivalent learning and reference. Community as people's daily life place, After a disaster occurs, it is often because disaster situations cannot be summoned and disaster relief teams are unable to enter the community, thus delaying the golden opportunity for disaster relief, thus highlighting the fact that the community is in the process of disaster reduction. The community disaster prevention system is the nerve endings of the urban disaster prevention system, and the safety of the community is directly related to the safety and quality of the residents' life. How to build disaster prevention mechanism based on community planning and participation, integrate disaster prevention resources of various communities, and promote the construction of community from "emergency response" to normality and sustainability. The realization of community transformation from "passive defense" to "resilience" to sustainable disaster prevention has become a necessary topic for urban disaster prevention nowadays. This paper is based on the situation of our country. Combining with the construction experience of foreign countries, this paper studies the contents and technical approaches of the sustainable disaster prevention community system. Firstly, it combs the theory, policy and practice of the current disaster prevention community construction in the United States, Japan, Britain, China, and Taiwan. This paper introduces the background, definition, connotation, characteristics and elements of sustainable disaster prevention community development, and analyzes the present situation and problems of community disaster prevention construction in China. The contents of the construction framework of sustainable disaster prevention community are constructed, and the three-level units of sustainable disaster prevention community are defined: the basic community disaster prevention unit, the street community disaster prevention unit, and the community disaster prevention unit. Comprehensive community disaster prevention unit. To sustainable disaster prevention community physical environment elements, non-material environment elements, the content of resource elements and construction technology approach to specific indicators and construction methods. Taking the Luonan Lu Boyuan community in Hongshan District of Wuhan City as an example, this paper analyzes the physical and non-physical elements of the existing disaster prevention system in the community. The paper constructs the basic framework for the construction and implementation of sustainable disaster prevention community in China. A comprehensive and whole-course approach to community disaster prevention planning is put forward. The whole process of community disaster prevention is taken as the basis for the design of a combination of disaster prevention and disaster prevention, and the community mechanism of disaster prevention is designed with the participation of the government, society, community, and so on. Community spatial unit construction model with disaster prevention ability can build communities with daily contingency ability and continuous disaster prevention ability. The research on disaster prevention community planning and construction in China provides a useful reference.
