【摘要】：我國高校擴(kuò)建、新建、改建等項(xiàng)目屢見不鮮,要實(shí)現(xiàn)高校建設(shè)科學(xué)化、節(jié)約化管理,合理、客觀的進(jìn)行項(xiàng)目后評價是一個有效的手段。本文以陜西省某學(xué)院新校區(qū)一期項(xiàng)目為例,對其進(jìn)行項(xiàng)目后評價。通過對其已竣工項(xiàng)目的跟蹤觀察,收集竣工后的經(jīng)濟(jì)、技術(shù)、影響等指標(biāo)同項(xiàng)目計劃時的各項(xiàng)指標(biāo)進(jìn)行對比、分析,主要從項(xiàng)目立項(xiàng)決策階段、勘察設(shè)計階段、施工階段、竣工驗(yàn)收階段和運(yùn)行階段這五個階段對其進(jìn)行項(xiàng)目實(shí)施階段的評價。同時,對項(xiàng)目社會效益和項(xiàng)目經(jīng)濟(jì)效果兩大方面進(jìn)行深入研究,這是屬于效益階段的評價。然后采用層次分析法,通過對該學(xué)院新校區(qū)一期工程建立層次結(jié)構(gòu)模型,構(gòu)造判斷矩陣,最后計算得各層次指標(biāo)的成功度和該項(xiàng)目整體的成功度。我們從最后的分析結(jié)果可以知道,該項(xiàng)目后評價的成功度能夠達(dá)到90.66分,說明此項(xiàng)目的預(yù)期目標(biāo)已經(jīng)達(dá)成。從各方面整體評價的結(jié)果來看,陜西省某學(xué)院新校區(qū)一期項(xiàng)目無疑是成功的。同時,此評價結(jié)果可以為陜西省某學(xué)院新校區(qū)二期工程提供參考,可以對二期項(xiàng)目在施工和管理等方面提供很大的幫助。
[Abstract]:The expansion, new construction and reconstruction of colleges and universities in our country are not uncommon. To realize the scientific construction, economization and management of colleges and universities, Objective post-project evaluation is an effective means. This paper takes the first phase project of a new campus of a college in Shaanxi Province as an example to carry out post-project evaluation. Through tracking and observation of the completed project, the economy and technology after completion are collected. The impact indicators are compared with each other when the project is planned and analyzed, mainly from the project decision stage, survey and design stage, construction stage, At the same time, the two major aspects of social benefit and economic effect of the project are deeply studied. This is the evaluation of the benefit stage. Then, by using the analytic hierarchy process (AHP), the hierarchical structure model is established and the judgment matrix is constructed for the first phase of the project of the new campus of the college. Finally, the success degree of each level index and the overall success degree of the project were calculated. From the final analysis, we can know that the success of the post-evaluation of the project can reach 90.66 points. This shows that the expected objectives of this project have been achieved. Judging from the results of the overall evaluation of various aspects, the first phase project of a new campus of a college in Shaanxi Province is undoubtedly successful. At the same time, The evaluation results can provide a reference for the second phase project of a new campus of a college in Shaanxi Province, and can be of great help to the construction and management of the second phase project.
