【摘要】：當(dāng)前我國(guó)城市規(guī)劃實(shí)施過程中面臨著四大問題：作用之惑、途徑之缺、角色之變、調(diào)整之頻。這些問題揭示出,城市規(guī)劃的實(shí)施需要依賴于眾多政策系統(tǒng)的配套實(shí)施,規(guī)劃實(shí)施的成效受到其它政策系統(tǒng)的作用影響。那么,這樣的一系列城市政策對(duì)城市規(guī)劃實(shí)施又是如何產(chǎn)生影響作用的?其影響到底有多大?為什么能夠產(chǎn)生這些影響?這些問題還有待深入研究。 基于上述背景,本文采取了“理論支撐——實(shí)證分析——規(guī)律總結(jié)”的研究路徑和內(nèi)容體系,通過構(gòu)建政策系統(tǒng)對(duì)城市規(guī)劃實(shí)施影響作用的解釋性框架,以杭州市城市總體規(guī)劃實(shí)施為實(shí)證案例,先后分析了行政區(qū)劃、財(cái)政政策、土地政策、產(chǎn)業(yè)政策和民生政策這五類政策對(duì)規(guī)劃實(shí)施的影響,試圖揭示出當(dāng)前我國(guó)城市規(guī)劃實(shí)施過程中政策與規(guī)劃之間作用影響的—系列規(guī)律總結(jié)。 “理論支撐”是基于政策與規(guī)劃之間作用關(guān)系的理論辨析：一方面是通過梳理政策對(duì)城市發(fā)展的影響、城市總體規(guī)劃的實(shí)施等領(lǐng)域的研究,尋找本次研究的的出發(fā)點(diǎn)和切入點(diǎn)；另一方面是借鑒管理學(xué)中的政策實(shí)施過程理論、經(jīng)濟(jì)學(xué)中的交易成本理論,構(gòu)建政策系統(tǒng)對(duì)城市規(guī)劃實(shí)施影響作用的“一五五三”解釋性框架—一即“一個(gè)維度、五類政策、五個(gè)領(lǐng)域、三類分析”。 “實(shí)證分析”是以杭州市城市總體規(guī)劃實(shí)施的案例審視為基礎(chǔ),從政策系統(tǒng)的五類基本影響政策——行政區(qū)劃、土地、財(cái)政、產(chǎn)業(yè)、民生政策出發(fā),對(duì)應(yīng)于城市總體規(guī)劃的各主要管控領(lǐng)域,根據(jù)本文構(gòu)建的理論框架,先后就政策對(duì)規(guī)劃實(shí)施影響的機(jī)理、績(jī)效和成因進(jìn)行深入分析。 “規(guī)律總結(jié)”是以理論支撐和實(shí)證分析為基礎(chǔ),對(duì)政策系統(tǒng)對(duì)城市總體規(guī)劃實(shí)施影響的規(guī)律進(jìn)行系統(tǒng)性的總結(jié)。 通過理論研究和實(shí)證分析,本文認(rèn)為,城市規(guī)劃在其實(shí)施過程中受到眾多政策的作用影響,每一類政策作用影響的機(jī)理、績(jī)效和成因都有其內(nèi)在的規(guī)律。要提高城市規(guī)劃的實(shí)效,需要規(guī)劃與眾多政策之間形成良性的互動(dòng)。本文的研究提供了一種從政策視角出發(fā)的規(guī)劃實(shí)施研究思路,豐富了我國(guó)城市規(guī)劃實(shí)施的實(shí)證研究,為今后我國(guó)各類城市的規(guī)劃實(shí)施提供借鑒意義。
[Abstract]:At present, there are four major problems in the implementation of urban planning in our country: the confusion of function, the lack of ways, the change of role and the frequency of adjustment. The implementation of urban planning depends on the implementation of a large number of policy systems. The effectiveness of planning implementation is affected by the role of other policy systems. How does such a series of urban policies affect the implementation of urban planning? How big is the impact? Why do they have these effects? These problems need to be studied in depth. Based on the above background, this paper adopts the research path and content system of "theoretical support-empirical analysis-law summary", and constructs the explanatory framework of the effect of policy system on the implementation of urban planning. Taking the implementation of Hangzhou city master plan as an empirical case, this paper analyzes the impact of five kinds of policies on the implementation of the planning, such as administrative division, fiscal policy, land policy, industrial policy and people's livelihood policy. This paper attempts to reveal the effect of policy and planning on the implementation of urban planning in China. "theoretical support" is based on the theoretical analysis of the relationship between policy and planning: on the one hand, through combing the impact of policy on urban development, the implementation of urban master planning and other areas of research. Looking for the starting point and breakthrough point of this research; On the other hand, it draws lessons from the policy implementation process theory in management and transaction cost theory in economics. Constructing the "1553" explanatory framework of the effect of policy system on urban planning: one dimension, five kinds of policies, five fields, three kinds of analysis. "empirical analysis" is based on the case review of the implementation of Hangzhou city master plan, from the policy system of five basic policies-administrative divisions, land, finance, industry, people's livelihood policy. According to the theoretical framework constructed in this paper, the mechanism, performance and causes of the impact of policy on the implementation of urban master planning are analyzed. On the basis of theoretical support and empirical analysis, the "law summary" is a systematic summary of the influence of policy system on the implementation of urban master planning. Through theoretical research and empirical analysis, this paper believes that urban planning in its implementation process is affected by the role of many policies, each kind of policy impact mechanism. Both performance and cause of formation have their own internal laws. It is necessary to improve the effectiveness of urban planning. The research in this paper provides a kind of thinking of planning implementation from the perspective of policy, which enriches the empirical research on the implementation of urban planning in China. It will provide reference for the planning and implementation of all kinds of cities in our country in the future.
