【摘要】：招標(biāo)和投標(biāo)是運(yùn)用技術(shù)和經(jīng)濟(jì)的方法以及市場經(jīng)濟(jì)的競爭機(jī)制來進(jìn)行采購的經(jīng)濟(jì)行為,它是商品經(jīng)濟(jì)高度發(fā)展的產(chǎn)物,是一種有組織的商品交易行為。長久的實(shí)踐證明,招標(biāo)投標(biāo)法具有公平、公開、競爭、擇優(yōu)等優(yōu)點(diǎn),廣泛應(yīng)用于工程材料、工程施工、勘察設(shè)計、決策咨詢、建設(shè)監(jiān)理以及設(shè)備供應(yīng)等各方面。招投標(biāo)制度對我國建筑業(yè)的發(fā)展具有重大推動作用。然而,我國的招投標(biāo)制度發(fā)展仍然存在問題,尤其是高校招投標(biāo)工作,隱藏著很多潛在風(fēng)險,對招投標(biāo)工作中存在的風(fēng)險進(jìn)行研究,探索解決方法顯得尤為重要。文章首先對本次研究的背景和意義作了說明；然后對招投標(biāo)定義、招標(biāo)方式、評標(biāo)方法、招投標(biāo)工作流程做了詳細(xì)介紹；介紹了高校工程類招投標(biāo)工作的特點(diǎn),包括工程項(xiàng)目的特點(diǎn)、資金來源的特點(diǎn)、招標(biāo)管理的特點(diǎn)、評審專家的特點(diǎn)、監(jiān)督管理的特點(diǎn)以及注重反腐與投資效益；結(jié)合風(fēng)險管理理論,通過風(fēng)險識別的方法歸納了高校招投標(biāo)工作中存在的風(fēng)險,將所有潛在的風(fēng)險進(jìn)行了分類：包括管理體制風(fēng)險、技術(shù)風(fēng)險、組織實(shí)施風(fēng)險、廉政風(fēng)險、環(huán)境風(fēng)險這五類風(fēng)險；通過風(fēng)險測度的方法將其按重要性進(jìn)行排位、利用有效的風(fēng)險控制降低各種風(fēng)險發(fā)生的概率并抑制風(fēng)險帶來的損失。結(jié)合具體案例,對實(shí)施效果進(jìn)行評價,充分說明了將風(fēng)險管理引入到高校招投標(biāo)工作中是切實(shí)可行的。由于高校工程具有工期要求嚴(yán)、安全要求高、與教學(xué)同步進(jìn)行等特殊性,高校工程招投標(biāo)一直是備受社會關(guān)注的領(lǐng)域,而產(chǎn)生于招投標(biāo)體制、招標(biāo)需求、招投標(biāo)操作以及廉政方面的風(fēng)險也層出不窮。因此,深入分析招標(biāo)過程中可能出現(xiàn)的風(fēng)險及其產(chǎn)生原因,提出風(fēng)險控制策略,減輕風(fēng)險造成的損失甚至從根本上避免風(fēng)險就顯得尤為重要。
[Abstract]:Bidding and bidding is the economic behavior of purchasing by means of technology and economy, as well as the competitive mechanism of market economy. It is the product of the high development of commodity economy. It is a kind of organized commodity trading behavior. Long time practice has proved that the bidding law has the advantages of fairness, openness, competition, selection of excellence and so on. It is widely used in engineering materials, engineering construction, survey and design, decision-making consultation. Construction supervision and equipment supply and other aspects. Bidding system plays an important role in the development of construction industry in China. However, there are still problems in the development of bidding system in China, especially in colleges and universities. There are a lot of potential risks hidden, so it is very important to study the risks in bidding work, and to explore the solutions. Firstly, the paper explains the background and significance of this study. Then the definition of bidding, bidding methods, bid evaluation methods, bidding workflow has been introduced in detail; This paper introduces the characteristics of engineering bidding in colleges and universities, including the characteristics of engineering projects, the source of funds, the characteristics of bidding management, the characteristics of evaluation experts, the characteristics of supervision and management, and the emphasis on anti-corruption and investment efficiency. Combined with the theory of risk management, this paper sums up the risks in the bidding work of colleges and universities through the method of risk identification, classifies all the potential risks, including the risk of management system, the risk of technology, the risk of organization and implementation. Clean government risk, environmental risk these five kinds of risks; Through the method of risk measurement, it is ranked according to its importance, and the effective risk control is used to reduce the probability of the occurrence of various risks and to suppress the losses caused by the risks. Combined with specific cases, the implementation effect is evaluated. It fully explains that it is feasible to introduce risk management into the bidding work of colleges and universities. Because of the particularity of university project with strict time limit, high security requirement and synchronous with teaching, etc. College engineering bidding has always been a field of concern to the community, but arising from the bidding system, bidding requirements, bidding operations and clean government risks also emerge in endlessly. It is very important to analyze the possible risks and their causes in the process of bidding and put forward the risk control strategy to reduce the loss caused by risk and even to avoid the risk fundamentally.
