【摘要】:煙臺(tái)市響應(yīng)省城鎮(zhèn)建設(shè)規(guī)劃和半島城市群總體規(guī)劃,科學(xué)合理的進(jìn)行城市建設(shè),在促進(jìn)經(jīng)濟(jì)發(fā)展的同時(shí),帶來了一些問題。隨著煙臺(tái)開發(fā)區(qū)經(jīng)濟(jì)的發(fā)展,對(duì)水需求不斷擴(kuò)大,現(xiàn)有城市供水設(shè)施不能滿足用水所需,亟需建立一個(gè)新水廠用以滿足城鎮(zhèn)淡水需求。工程項(xiàng)目一般具有規(guī)模大、工期長、投資高的特點(diǎn),同時(shí)受到許多因素的制約,造成項(xiàng)目質(zhì)量的不合格不達(dá)標(biāo),因此對(duì)供水管線工程項(xiàng)目質(zhì)量進(jìn)行管理研究,制定合適的方案尤為重要。本文從煙臺(tái)開發(fā)區(qū)供水工程的實(shí)際情況出發(fā),結(jié)合目前研究工程項(xiàng)目質(zhì)量管理的理論,借鑒各領(lǐng)域?qū)<乙庖?對(duì)影響質(zhì)量管理因素進(jìn)行了全面而深入的分析,提出了針對(duì)性的措施。首先,作者深入分析供水管道質(zhì)量管理的相關(guān)理論,介紹了質(zhì)量管理的內(nèi)涵、發(fā)展和歷程,接著對(duì)供水管道質(zhì)量管理的特點(diǎn)和原則進(jìn)行了闡述,然后,對(duì)煙臺(tái)開發(fā)區(qū)20萬噸水廠供水管道質(zhì)量管理的特點(diǎn)進(jìn)行針對(duì)性的分析,主要探討該工程供水管道的概況、運(yùn)行環(huán)境、面臨問題和質(zhì)量管理規(guī)劃目標(biāo)。其次,著重從環(huán)境方面、技術(shù)方面、資源方面、管理方面和經(jīng)濟(jì)方面分析影響項(xiàng)目工程質(zhì)量管理的因素,從技術(shù)、進(jìn)度和安全三個(gè)角度對(duì)供水管道工程質(zhì)量管理進(jìn)行了分析,列出管理清單。接下來,運(yùn)用層次分析法和SWOT分析了供水管道質(zhì)量管理,并對(duì)影響因素進(jìn)行了關(guān)注等級(jí)的區(qū)分,對(duì)各因素的影響程度進(jìn)行了排序。最后,從影響該新水廠供水項(xiàng)目的質(zhì)量的5個(gè)層次的因素入手,針對(duì)性的提出了完善組織架構(gòu)、制定完備的詳細(xì)計(jì)劃、加強(qiáng)經(jīng)濟(jì)財(cái)務(wù)管理、完善質(zhì)量體系等幾個(gè)應(yīng)對(duì)措施,為該項(xiàng)目的順利施工能夠做好充足的準(zhǔn)備,以備質(zhì)量問題的發(fā)生。作者通過研究該供水管道的工程項(xiàng)目質(zhì)量管理,運(yùn)用層次分析法對(duì)項(xiàng)目質(zhì)量管理影響因素的重要性進(jìn)行了排序,并且通過SWOT分析法對(duì)應(yīng)對(duì)質(zhì)量管理的措施進(jìn)行了分析,對(duì)于其他的工程項(xiàng)目具有一定的參考價(jià)值。
[Abstract]:Yantai city urban construction planning and response of peninsula city group planning, scientific and reasonable for the building of the city, while promoting economic development, caused some problems. With the development of Yantai Economic Development Zone, expanding demand for water, the existing city water supply facilities can not meet the water needs, should be established to meet the town the fresh water demand a new plant. The project has a large scale, long construction period, high investment, and affected by many factors, resulting in unqualified project quality standards, so the management of the water supply pipeline engineering project quality, appropriate treatment is particularly important. This paper from the actual situation of water supply project in Yantai the Development Zone, combined with the current theoretical research of project quality management, from the field of expert opinion, the influence factors of quality management to conduct a comprehensive and in-depth Division Analysis, some measures were put forward. Firstly, the author in-depth analysis of relevant theories of quality management of water supply pipeline, this paper introduces the connotation of quality management, development and process, then the characteristics and principles of quality management of water supply pipeline is discussed, and then, the characteristics of quality management of Yantai development Zone 200 thousand tons of water supply pipeline for the analysis of the situation, mainly discusses the water supply pipeline of the project operation environment, facing the problem of quality management and planning objectives. Secondly, focusing on the environment, technology, resources, management and economic factors influence project quality management from the technical analysis, schedule and safety analysis of water supply pipeline engineering quality management, list management list. Next, by using AHP and SWOT analysis of the quality management of water supply pipeline, and the influencing factors of the level of concern The distinction between the influence of various factors were sorted. Finally, with 5 levels of quality factors from the effects of the new water supply project, and puts forward the improvement of the framework, a detailed plan of complete, strengthen economic and financial management, improve the quality system. Some measures to make adequate preparations for the smooth construction of the project, to prepare the quality problems. The author studies the water supply pipeline engineering project quality management, using AHP method to sort the importance of influencing factors of project quality management, and through the SWOT analysis method to deal with the measures of quality management are analyzed, which has certain reference value for other projects.
