【摘要】：隨著經(jīng)濟社會持續(xù)穩(wěn)定發(fā)展,人民生活水平不斷提高,城市框架結(jié)構(gòu)拓展迅速,機動車迅速全面進入普通家庭,全國各大城市停車泊位供不應(yīng)求的矛盾日趨尖銳。隨著機動車保有量不斷增長,而住宅小區(qū)配建停車泊位相對不足,尤其老舊小區(qū)由于歷史欠賬導致停車泊位更為匱乏,因住宅小區(qū)停車引起的社會矛盾爆發(fā),影響社會和諧穩(wěn)定。近幾年來,城市住宅小區(qū)的停車問題已經(jīng)逐漸引起我國政府的管理人員和國內(nèi)專家的普遍關(guān)注。本研究在國內(nèi)外住宅小區(qū)停車發(fā)展的理論及實踐的基礎(chǔ)上,對杭州市住宅區(qū)停車現(xiàn)狀進行詳細調(diào)查,從機動車保有量、住宅小區(qū)停車泊位現(xiàn)狀、供需分析、住宅小區(qū)停車配建標準分析、住宅小區(qū)停車設(shè)施規(guī)劃、建設(shè)、管理現(xiàn)狀、目前實施政策等多個方面,全面分析住宅區(qū)停車存在的問題。而在此基礎(chǔ)上對造成上述問題的原因進行了分析,提出的主要原因,并對照下藥,結(jié)合住宅小區(qū)停車發(fā)展趨勢,從法律法規(guī)、規(guī)劃、建設(shè)、管理、經(jīng)濟杠桿、信息化、老舊小區(qū)改造等多個方面提出了杭州市緩解住宅小區(qū)停車難的對策與建議。最后從杭州市的個案研究中整理提煉研究成果,歸結(jié)為宏觀、中觀、微觀三個層面,提出了系統(tǒng)的緩解住宅小區(qū)的措施建議。
[Abstract]:With the steady development of economy and society, constantly improve people's living standards, the rapid expansion of city motor vehicle frame structure, rapid access to ordinary families, the contradiction between the national each big city parking demand is becoming increasingly acute. With the growing number of vehicles, while residential parking is relatively insufficient, especially the old residential parking spaces caused due to historical debts the more scarce, the outbreak caused by residential parking contradiction of society, affecting social harmony and stability. In recent years, the city parking problem in residential district has gradually caused widespread concern of our government management and domestic experts. The study on the theory and practice of residential parking area in the domestic and foreign development, a detailed investigation of Hangzhou city residential parking situation, from motor vehicle ownership, status of residential parking spaces, residential supply and demand analysis. Residential parking standards analysis, management status of residential parking facilities planning, construction, and many aspects of the implementation of the policy, a comprehensive analysis of existing residential parking problems. And on the basis of the causes of the above problems are analyzed, the main reason is put forward, and the control medicine, combined with the trend of residential parking from the development of laws and regulations, planning, construction, management, economic lever, informationization, many aspects of the transformation of the old district of Hangzhou city to ease the residential area parking difficult. Finally, countermeasures and suggestions from the case study of Hangzhou city in the refining research results, summed up the macro, meso and micro levels of three, put forward the system to alleviate residential measures.
