【摘要】：在普惠金融發(fā)展中,發(fā)揮政府"看得見的手"的作用,有助于解決正外部性、壟斷、公共物品缺失和信息不對稱所導(dǎo)致的金融市場失靈。政府參與普惠金融發(fā)展的主要方式:一是提供財政和金融政策支持,使正外部性內(nèi)部化;二是鼓勵和培育金融市場主體,促進(jìn)金融業(yè)充分競爭;三是加強(qiáng)金融、法律、通訊等基礎(chǔ)設(shè)施建設(shè),為普惠金融提供有力保障;四是加強(qiáng)普惠征信體系建設(shè),發(fā)揮基層政府組織優(yōu)勢,減少和消除信息不對稱。政府參與普惠金融發(fā)展,要堅持有所為、有所不為,到位而不越位,做到普惠內(nèi)容不泛化、市場主體決策不干預(yù)、發(fā)展方向不偏差、參與過程不脫節(jié)。
[Abstract]:In the development of inclusive finance, playing the role of "visible hand" is helpful to solve the financial market failure caused by positive externalities, monopolies, lack of public goods and information asymmetry. The main ways for the government to participate in inclusive financial development are as follows: first, to provide financial and financial policy support to internalize positive externalities; second, to encourage and foster the main bodies of financial markets to promote full competition in the financial industry; Third, we will strengthen the construction of infrastructure such as finance, law, and communications to provide strong protection for inclusive finance; and fourth, strengthen the construction of the universal credit collection system, give full play to the advantages of grass-roots government organizations, and reduce and eliminate information asymmetries. In participating in the development of inclusive finance, the government should persist in doing something, do not do anything, be in place but not offside, do not generalize the content of inclusive benefits, do not interfere in the decision-making of the main body of the market, do not deviate from the direction of development, and do not disconnect from the process of participation.
