【摘要】：雖然FDI促進(jìn)了中國經(jīng)濟(jì)的發(fā)展,但是呈現(xiàn)出不平衡的分布現(xiàn)象�，F(xiàn)有文獻(xiàn)從多個(gè)視角對(duì)此做出了解釋,卻忽略了地方官員特征的作用。在地區(qū)分權(quán)威權(quán)體制下,地方官員面臨發(fā)展經(jīng)濟(jì)的雙重激勵(lì),他們會(huì)競相爭取FDI流入本地,而具有留學(xué)經(jīng)歷的地方官員可以利用其留學(xué)經(jīng)歷所賦予的優(yōu)勢(shì)去吸引FDI流入本地。文章利用1986~2013年中國省級(jí)面板數(shù)據(jù)考察地方官員留學(xué)經(jīng)歷對(duì)FDI的影響,結(jié)果表明,具有留學(xué)經(jīng)歷的省長1確實(shí)能顯著地促進(jìn)FDI流入本地,而具有留學(xué)經(jīng)歷的省委書記對(duì)FDI卻沒有顯現(xiàn)出作用。此外,穩(wěn)健性檢驗(yàn)和敏感性分析同樣支持該結(jié)論。至于省委書記和省長的差異,可能是由于二者在經(jīng)濟(jì)工作中的角色差異造成的,即前者側(cè)重于戰(zhàn)略上的把握而后者偏向于具體事務(wù)的執(zhí)行。
[Abstract]:Although FDI promotes the development of China's economy, it presents an unbalanced distribution. The existing literature explains this from multiple perspectives, but ignores the role of local officials' characteristics. Under the system of regional decentralization and authoritarianism, local officials are faced with double incentives to develop the economy, they will compete for FDI to enter the region, while local officials with experience of studying abroad can make use of the advantages given by their experience of studying abroad to attract the inflow of FDI into the region. Based on the provincial panel data from 1986 to 2013 this paper examines the influence of local officials' experience of studying abroad on FDI. The results show that the governor 1 with experience of studying abroad can significantly promote the inflow of FDI into the region. The secretary of the provincial party committee who has studied abroad has no effect on FDI. In addition, the robustness test and sensitivity analysis also support this conclusion. The difference between provincial party secretary and provincial governor may be due to the difference in their roles in economic work, that is, the former focuses on strategic grasp and the latter favors the execution of specific affairs.
