【摘要】：在農村土地三權分置的制度背景下,根據(jù)抵押農地的經營權類型,農地抵押貸款借款人可以劃分為原始承包戶和經營戶。筆者利用江蘇省試點區(qū)910戶農戶的調研數(shù)據(jù)實證檢驗了原始承包戶和經營戶對農地抵押貸款需求的差異,研究結果表明:經營戶的農地抵押貸款需求明顯高于沒有農地流入的原始承包戶;由于經營戶和原始承包戶在經營權類型、農地規(guī)模、風險偏好等方面存在顯著差異,原始承包戶面臨的抵押風險更高;不論是原始承包戶還是經營戶,抵押風險都是影響其參與農地抵押貸款的主要因素。根據(jù)不同類型農戶的資金需求特點,筆者認為農地抵押貸款更適合從事規(guī)�；r業(yè)生產的經營戶,對于小規(guī)模的原始承包戶應著力推廣小額信用貸款、小額保證保險貸款等產品。
[Abstract]:Under the background of rural land three rights division, according to the type of management right of mortgaged farmland, the mortgage loan borrower can be divided into original contractor and operator. Based on the data of 910 households in Jiangsu pilot area, the author empirically tests the difference between the original contractor and the operator on the demand for agricultural land mortgage loan. The results show that the demand for agricultural land mortgage loans of the operators is obviously higher than that of the original contractors without the inflow of agricultural land. Because there are significant differences between the operators and the original contractors in the types of management rights, the scale of agricultural land, the risk preference and so on, the mortgage risks faced by the original contractors are higher than those of the original contractors. Mortgage risk is the main factor that affects the participation of agricultural land mortgage, whether it is the original contractor or the operator. According to the characteristics of different types of farmers' capital demand, the author thinks that the agricultural land mortgage loan is more suitable for the management of large-scale agricultural production. Small guarantee insurance loans and other products.
