【摘要】："8·11"以后,我國已經(jīng)初步形成了"收盤匯率+一籃子貨幣匯率變化"的人民幣兌美元匯率中間價形成機(jī)制,但其本質(zhì)上仍是以匯率水平作為管理目標(biāo)。這種傳統(tǒng)匯率管理框架包含著容易引致失衡、助長市場投機(jī)等內(nèi)在不足。與此相對地,以匯率波動為管理目標(biāo)的新管理框架最大限度地規(guī)避了預(yù)測均衡匯率的困境,能有效提高匯率靈活性,更好地發(fā)揮匯率自動緩沖器的功能。
[Abstract]:After "8 / 11", China has initially formed the "closing exchange rate basket exchange rate change" RMB / dollar exchange rate intermediate price formation mechanism, but its essence is still based on the exchange rate level as the management goal. This traditional exchange rate management framework contains inherent deficiencies such as imbalances and market speculation. On the other hand, the new management framework with exchange rate fluctuation as its management objective can avoid the predicaments of forecasting equilibrium exchange rate to the maximum extent, and can effectively improve the flexibility of exchange rate and give better play to the function of exchange rate automatic buffer.
