【摘要】：資本外逃是發(fā)展中國(guó)家在其經(jīng)濟(jì)轉(zhuǎn)型過(guò)程中所普遍遇到的一個(gè)問(wèn)題。這一問(wèn)題對(duì)于發(fā)展中國(guó)家的經(jīng)濟(jì)發(fā)展、國(guó)家戰(zhàn)略的推進(jìn)以及幣種結(jié)構(gòu)的變化等均會(huì)產(chǎn)生較為深刻的影響。對(duì)于我國(guó)這樣一個(gè)資本管制較為嚴(yán)格的國(guó)家來(lái)說(shuō),當(dāng)國(guó)內(nèi)出現(xiàn)大規(guī)模資本外逃時(shí),國(guó)家的外匯儲(chǔ)備、人民幣匯率的走勢(shì)以及相關(guān)資產(chǎn)的價(jià)格也將會(huì)受到影響,同時(shí)資本外逃問(wèn)題能否被解決也關(guān)系到我國(guó)經(jīng)濟(jì)能否健康平穩(wěn)的發(fā)展。通過(guò)測(cè)算我國(guó)資本外逃的規(guī)�？梢愿玫亓私馕覈�(guó)當(dāng)前的經(jīng)濟(jì)狀況,并為解決這一問(wèn)題提出相應(yīng)的對(duì)策等。本文在對(duì)我國(guó)資本外逃的規(guī)模進(jìn)行測(cè)算時(shí),既了解和借鑒了國(guó)內(nèi)眾多學(xué)者對(duì)該問(wèn)題進(jìn)行研究時(shí)所采用的研究方法和研究思路,又具體分析了我國(guó)資本外逃的特點(diǎn),這是因?yàn)樵谫Y本賬戶管制下的資本流動(dòng)與市場(chǎng)經(jīng)濟(jì)條件下的資本流動(dòng)是存在明顯差異的,所以要具體問(wèn)題具體分析,并最終找出適合測(cè)算我國(guó)資本外逃規(guī)模的方法,即直接測(cè)算法。該方法在一定程度上能較好地彌補(bǔ)因我國(guó)資本外逃本身所具有的隱蔽性而造成的部分?jǐn)?shù)據(jù)無(wú)法查找到的不足,運(yùn)用該方法還可以使人們更加直觀地看出我國(guó)資本外逃的規(guī)模,并在此基礎(chǔ)上來(lái)分析我國(guó)當(dāng)前資本外逃的現(xiàn)狀、原因、影響以及對(duì)策。在研究?jī)?nèi)容上,本文主要是通過(guò)對(duì)比和分析我國(guó)不同時(shí)間段內(nèi)資本外逃的相關(guān)數(shù)據(jù)來(lái)縱向剖析我國(guó)資本外逃的狀況,從中可看出我國(guó)資本外逃的規(guī)模并不是一成不變的,而是隨著國(guó)內(nèi)外的經(jīng)濟(jì)形勢(shì)和我國(guó)國(guó)際收支表中具體項(xiàng)目的變化而發(fā)生相應(yīng)的變化。最后,本文將落腳點(diǎn)放在了我國(guó)當(dāng)前的資本外逃上,通過(guò)選取多個(gè)角度來(lái)深入分析我國(guó)資本外逃產(chǎn)生的原因,然后運(yùn)用定量分析的方法來(lái)對(duì)我國(guó)資本外逃所產(chǎn)生的影響進(jìn)行研究與論述,并針對(duì)我國(guó)的具體情況提出了相應(yīng)的對(duì)策,即我們既要做到對(duì)資本外逃進(jìn)行嚴(yán)格管制,又要看到在進(jìn)行管制時(shí)由于管制不當(dāng)所產(chǎn)生的一系列問(wèn)題,從而做到有的放矢,有效地解決這一問(wèn)題。
[Abstract]:Capital flight is a common problem in the process of economic transition in developing countries. This problem will have a profound impact on the economic development of developing countries, the promotion of national strategy and the change of currency structure. For a country such as China, where capital controls are relatively strict, when there is a large-scale domestic capital flight, the country's foreign exchange reserves, the trend of the RMB exchange rate and the prices of related assets will also be affected. At the same time, whether the problem of capital flight can be solved is also related to the healthy and stable development of our economy. By measuring the scale of capital flight in China, we can better understand the current economic situation of our country, and put forward corresponding countermeasures to solve this problem. When we measure the scale of capital flight in China, this paper not only understands and draws lessons from the research methods and ideas adopted by many domestic scholars, but also analyzes the characteristics of capital flight in China. This is because there are obvious differences between capital flows under capital account control and those under market economy, so we should analyze the specific problems in detail and finally find out a suitable method for measuring the scale of capital flight in China. That is, the direct measurement method. To a certain extent, this method can make up for the deficiency caused by the concealment of capital flight itself, which can not be found by using this method, and it can also make people see the scale of capital flight more intuitively. On this basis, this paper analyzes the current situation, causes, effects and countermeasures of capital flight in China. In the research content, this article mainly through the contrast and the analysis our country different time period capital flight related data to analyze our country capital flight situation vertically, from which can see our country capital flight scale is not invariable. But with the economic situation at home and abroad and the changes of specific items in China's balance of payments account, corresponding changes have taken place. Finally, this paper puts its foothold on the current capital flight of our country, and analyzes the causes of the capital flight through selecting several angles. Then we use the method of quantitative analysis to study and discuss the influence of capital flight in our country, and put forward the corresponding countermeasures according to the specific situation of our country, that is, we should strictly control the capital flight. We should also see a series of problems caused by improper control, so as to solve this problem effectively.
