【摘要】：隨著我國(guó)人口老齡化程度的加深,從頂層設(shè)計(jì)方面研究構(gòu)筑長(zhǎng)期照護(hù)體系尤為關(guān)鍵。從構(gòu)筑長(zhǎng)期照護(hù)體系主要障礙入手,借鑒國(guó)際經(jīng)驗(yàn),探索性提出發(fā)行時(shí)間貨幣作為互助養(yǎng)老代際交換的媒介,有助于化解錢從何來、誰來服務(wù)的問題,有助于盡快建立覆蓋全民的長(zhǎng)期照護(hù)體系。在此基礎(chǔ)上,從交易媒介、價(jià)值尺度、支付手段、貯藏手段等方面論證時(shí)間貨幣具有貨幣的所有職能,有望成為人們信任的除了金錢貨幣之外的另類貨幣。進(jìn)而創(chuàng)新性提出發(fā)行有國(guó)家信用擔(dān)保的時(shí)間貨幣,以時(shí)間貨幣為媒介構(gòu)建非正式照護(hù)支持系統(tǒng),激勵(lì)人們自發(fā)照顧身邊老人,以化解高齡老人無人照料的社會(huì)風(fēng)險(xiǎn)。研究表明,以時(shí)間貨幣為媒介構(gòu)筑長(zhǎng)期照護(hù)體系將為創(chuàng)建一個(gè)健康的老齡化社會(huì)探索一條嶄新的道路。
[Abstract]:With the deepening of population aging, it is very important to study and construct long-term care system from top level design. Starting with the main obstacles to the construction of a long-term care system and drawing lessons from international experience, the paper explores the issue of time currency as a medium for the exchange of mutual support for the aged, which will help to resolve the problem of where the money comes from and who will serve it. It helps to establish a long-term care system covering all the people as soon as possible. On this basis, it is proved that time currency has all the functions of currency from the aspects of transaction medium, value measure, means of payment, storage means and so on, which is expected to become the alternative currency except money currency that people trust. Furthermore, it proposes to issue time currency with state credit guarantee, construct informal care support system with time currency as the medium, encourage people to take care of the elderly spontaneously, in order to resolve the social risk of the elderly without being cared for. The study shows that the construction of long-term care system with time money as the medium will explore a new way for the establishment of a healthy aging society.
