鷹潭農(nóng)商銀行“兩權(quán)”抵押貨款風(fēng)險管理問題研究
[Abstract]:In recent years, the problem of "agriculture, countryside and farmers" has been the focus of attention from all walks of life, and the shortage and shortage of funds used in production is a bottleneck of the "three agricultural problems", the outstanding manifestation of which is that it is difficult for farmers to obtain credit funds. The rural land contractual management right and the farmer's housing property right (referred to as "two rights" in this paper) are the most important immovable property of rural residents. Therefore, the transformation of "two rights" into a means of financing mortgage loan has become a key point to solve the difficult financing difficulties of rural residents. In order to protect the usufruct right of rural land, give rural residents more rights and interests in financial consumption and property autonomy, deepen the reform and innovation of rural financial system, and effectively activate the dormant assets of rural land, The central government and the governments at all levels have successively promulgated policies to benefit agriculture and support agriculture, among which there are some pilot policies on the reform of mortgage loans. In Guixi City, Yingtan City, Jiangxi Province, and in Yujiang County, the pilot areas of land contractual management rights and farmers' housing property rights are classified. The Yingtan Agricultural and Commercial Bank, as the largest local legal body, has developed the "two rights" mortgage loan, which provides a broad platform for the Yingtan banking industry to carry out accurate poverty alleviation, revitalize the sleeping assets in the countryside, and help the economic development of the "three rural areas". But it also exposed the difficulties and problems that need to be solved in risk management. Based on the investigation and research on the "two rights" mortgage loan of Yingtan Agricultural and Commercial Bank, this paper deeply analyzes the causes of the risk, the present situation of risk control, and discusses the measures of risk management for the "two rights" mortgage loan. In order to effectively control the legal risk, market risk, credit risk, operational risk, reputation risk and other risk types in loan behavior, the purpose of optimizing the allocation of loan resources and effectively promoting the win-win benefits and social benefits of banks is achieved.
