【摘要】：近年來常備借貸便利、中期借貸便利和抵押補充貸款等創(chuàng)新性貨幣政策工具的推出,增強了中央銀行的流動性管理能力以及對市場利率的引導(dǎo)能力,促進了經(jīng)濟結(jié)構(gòu)調(diào)整和轉(zhuǎn)型升級。創(chuàng)新性貨幣政策工具能夠彌補市場短期流動性缺口,有效對沖外匯占款下降的影響;引導(dǎo)和優(yōu)化社會資金流向,支持經(jīng)濟重點領(lǐng)域和薄弱環(huán)節(jié)發(fā)展;減小貨幣市場利率波動,促進國民經(jīng)濟重點領(lǐng)域、薄弱環(huán)節(jié)融資成本下降。創(chuàng)新性貨幣政策工具在實際操作中也存在著市場利率調(diào)節(jié)和引導(dǎo)渠道不夠順暢、容易引發(fā)市場套利風(fēng)險、增加貨幣政策調(diào)控難度等問題。為此,要明確貨幣政策操作目標(biāo)利率,健全利率走廊機制,提高利率政策操作的透明度,完善宏觀審慎評估機制,為貨幣政策調(diào)控由數(shù)量型向價格型轉(zhuǎn)變創(chuàng)造條件。
[Abstract]:The introduction of innovative monetary policy instruments such as standing lending facilities, medium-term lending facilities and mortgage replenishment in recent years has enhanced the liquidity management capacity of central banks and their ability to guide market interest rates. It has promoted economic restructuring and transformation and upgrading. Innovative monetary policy instruments can make up for short-term liquidity gaps in the market, effectively hedge against the impact of declining foreign exchange holdings, guide and optimize social capital flows, support the development of key areas and weak links of the economy, and reduce interest rate volatility in the money market. The key areas of the national economy were promoted, and the financing costs of weak links fell. Innovative monetary policy tools also have some problems such as market interest rate regulation and guidance channels are not smooth, which can easily lead to market arbitrage risk and increase the difficulty of monetary policy control. Therefore, we should make clear the target interest rate of monetary policy operation, perfect the mechanism of interest rate corridor, improve the transparency of interest rate policy operation, perfect the macroprudential evaluation mechanism, and create conditions for the monetary policy regulation to change from the quantitative to the price type.
