【摘要】：1984年中國人民銀行正式行使中央銀行職責(zé)以來,在經(jīng)濟(jì)約束和結(jié)構(gòu)性特征異常復(fù)雜的條件下,中國貨幣政策當(dāng)局根據(jù)中國經(jīng)濟(jì)金融的實(shí)際和宏觀調(diào)控的需要,不斷突破思想束縛,積極探索和初步形成了中國穩(wěn)健貨幣政策的政策體系和理論基礎(chǔ)。全球金融危機(jī)對傳統(tǒng)貨幣經(jīng)濟(jì)學(xué)和中央銀行貨幣政策帶來了新的挑戰(zhàn),這極大推動了理論界和決策者的深刻反思。本文深入分析了中國貨幣政策實(shí)踐和寶貴經(jīng)驗(yàn),同時全面梳理了危機(jī)以來國外宏觀經(jīng)濟(jì)理論的新進(jìn)展、貨幣政策框架的新方向、貨幣政策操作的新模式和貨幣政策調(diào)控策略的新變化。事實(shí)證明,中國金融宏觀調(diào)控所積累的寶貴經(jīng)驗(yàn),與本輪國際金融危機(jī)后全球央行的反思是一致的,有必要加以總結(jié)完善。這對于做好新常態(tài)下轉(zhuǎn)型中的中國貨幣政策,深化供給側(cè)結(jié)構(gòu)性改革,具有非常重要的理論和現(xiàn)實(shí)意義。
[Abstract]:Since the people's Bank of China formally carried out the functions of the central bank in 1984, under the conditions of extremely complicated economic constraints and structural characteristics, the monetary policy authorities of China have taken into account the needs of the actual and macroeconomic regulation and control of China's economy and finance. The policy system and theoretical basis of China's prudent monetary policy have been explored and preliminarily formed by breaking through the ideological shackles. The global financial crisis has brought new challenges to the traditional monetary economics and central bank monetary policy, which has greatly promoted the profound reflection of the theorists and decision-makers. This paper deeply analyzes the practice and valuable experience of China's monetary policy, and at the same time comprehensively combs the new progress of foreign macroeconomic theory and the new direction of monetary policy framework since the crisis. The new mode of monetary policy operation and the new change of monetary policy control strategy. Facts have proved that the valuable experience accumulated by China's financial macro-control is consistent with the reflection of global central banks after the current international financial crisis, and it is necessary to sum up and perfect it. It is of great theoretical and practical significance to do a good job of China's monetary policy in the transformation of the new normal and deepen the supply-side structural reform.
