【摘要】：本文結(jié)合筆者深入多地實(shí)地調(diào)研的深刻認(rèn)識(shí),對(duì)我國(guó)新型農(nóng)村合作金融發(fā)展中的十大問(wèn)題進(jìn)行了深入分析,具體包括社員身份、社員與社會(huì)特定公眾、互助資金支付利息、地域范圍與資金規(guī)模、互助資金風(fēng)險(xiǎn)防范、民主管理、盈余分配、地方政府監(jiān)管、精準(zhǔn)扶貧、發(fā)展定位和基本原則等,提出了鮮明觀(guān)點(diǎn)和具有操作性的政策建議,呈現(xiàn)撥亂反正的性質(zhì)和特征。
[Abstract]:Combined with the author's deep understanding of the field investigation, this paper analyzes the ten problems in the development of new rural cooperative finance in China, including membership status, membership and specific public, mutual fund paying interest. Regional scope and capital scale, mutual fund risk prevention, democratic management, surplus distribution, local government supervision, accurate poverty alleviation, development orientation and basic principles, etc., have put forward clear views and operational policy recommendations.
