【摘要】：業(yè)務(wù)連續(xù)性管理是一套一體化的管理流程,能夠?qū)撛诘臑?zāi)難加以辨別分析,幫助企業(yè)確定可能發(fā)生的沖擊對企業(yè)運作造成的威脅,并提供一個有效的管理機制來阻止或抵消這些威脅,減少災(zāi)難事件給企業(yè)帶來的損失。在銀行業(yè)建設(shè)全面風(fēng)險管理體系背景下,按照金融監(jiān)管機構(gòu)對業(yè)務(wù)連續(xù)性管理的要求和相關(guān)指引,將業(yè)務(wù)連續(xù)性管理作為操作風(fēng)險的重要部分納入全面風(fēng)險管理。論文以寧夏H農(nóng)村商業(yè)銀行為研究對象,對其業(yè)務(wù)情況和支撐業(yè)務(wù)的信息系統(tǒng)情況進行調(diào)研,依據(jù)調(diào)研情況對該農(nóng)商行開展業(yè)務(wù)影響分析和風(fēng)險評估,采用將國際、國內(nèi)理論和行業(yè)標(biāo)準(zhǔn),銀監(jiān)會監(jiān)管要求及同業(yè)經(jīng)驗相結(jié)合的方法設(shè)計模型指標(biāo)體系,建立業(yè)務(wù)影響分析模型和風(fēng)險評估模型,通過對相關(guān)要素依據(jù)賦值標(biāo)準(zhǔn)進行量化處理,分析得出業(yè)務(wù)影響分析和風(fēng)險評估結(jié)論。根據(jù)業(yè)務(wù)影響分析和風(fēng)險評估的結(jié)論,制定業(yè)務(wù)連續(xù)性管理策略及規(guī)劃、業(yè)務(wù)連續(xù)性計劃和專項應(yīng)急預(yù)案,開展業(yè)務(wù)連續(xù)性預(yù)案的演練和業(yè)務(wù)連續(xù)性管理的持續(xù)改進,通過研究建立起該農(nóng)商行完整的業(yè)務(wù)連續(xù)性管理體系,解決了該農(nóng)商行在業(yè)務(wù)連續(xù)性管理方面存在的未通過業(yè)務(wù)影響分析判斷業(yè)務(wù)恢復(fù)優(yōu)先等級、未開展風(fēng)險評估有效識別和評估風(fēng)險、未建立完整的業(yè)務(wù)連續(xù)性管理組織架構(gòu)、未建立涵蓋各業(yè)務(wù)條線和科技條線的業(yè)務(wù)連續(xù)性計劃等問題,使得寧夏H農(nóng)村商業(yè)銀行應(yīng)對操作風(fēng)險突發(fā)事件的能力得以有效提升,保障其業(yè)務(wù)連續(xù)運營,提高業(yè)務(wù)連續(xù)性管理水平,維護公眾信心和業(yè)務(wù)正常運營秩序。
[Abstract]:Business continuity management (BCM) is an integrated management process that identifies potential disasters and helps businesses identify threats to their operations caused by potential shocks. It also provides an effective management mechanism to prevent or counteract these threats and reduce the losses caused by disaster events. Under the background of building a comprehensive risk management system in the banking industry, according to the requirements and relevant guidelines of the financial regulatory body for business continuity management, the business continuity management as an important part of the operational risk is incorporated into the overall risk management. This paper takes the Ningxia H Rural Commercial Bank as the research object, carries on the investigation to its business situation and the support business information system situation, carries on the business impact analysis and the risk assessment to the agricultural firm according to the investigation situation, adopts the international, Domestic theories and industry standards, regulatory requirements of the CBRC and experience of the same industry are combined to design the model index system, establish the business impact analysis model and risk assessment model, and quantify the relevant elements according to the assignment criteria. Analysis of business impact analysis and risk assessment conclusions. Based on the conclusions of the business impact analysis and risk assessment, develop business continuity management strategies and plans, business continuity plans and special emergency preparedness plans, conduct business continuity planning exercises and continuous improvement of business continuity management, By studying and establishing the complete business continuity management system of the agribusiness bank, the existence of the business continuity management of the agribusiness bank has been solved, which has not been judged by the business impact analysis to judge the business recovery priority grade. Issues such as the effective identification and assessment of risks, the absence of a complete business continuity management organizational structure and the establishment of business continuity plans covering business lines and technical lines were not carried out, So that Ningxia H rural commercial bank can effectively improve its ability to deal with operational risk emergencies, ensure its business continuous operation, improve the level of business continuity management, maintain public confidence and business normal operation order.
