【摘要】：抗戰(zhàn)前國(guó)民政府推行無(wú)限制買(mǎi)賣(mài)外匯政策,商人與政府在出口所得外匯售結(jié)國(guó)家銀行問(wèn)題上本無(wú)矛盾。但抗戰(zhàn)后因內(nèi)外形勢(shì)所迫,國(guó)民政府開(kāi)始統(tǒng)制外匯,在外匯走俏、法幣貶值常態(tài)下,要求商人按法定匯率售結(jié)外匯,顯然并非易事。政商之間基于各自立場(chǎng)圍繞著結(jié)匯問(wèn)題多次論爭(zhēng),為獲取外匯以穩(wěn)定金融充實(shí)國(guó)力,在戰(zhàn)時(shí)環(huán)境影響和商人的進(jìn)逼下,國(guó)民政府只得妥協(xié)退讓,對(duì)出口外匯售結(jié)政策進(jìn)行數(shù)次調(diào)適。外匯統(tǒng)制過(guò)程中政商利益之爭(zhēng),對(duì)于重新認(rèn)識(shí)抗戰(zhàn)時(shí)期政府與商人、中央與地方的復(fù)雜關(guān)系提供了較好的視角。
[Abstract]:Before the Anti-Japanese War, the National Government carried out the policy of unlimited foreign exchange trading, and there was no contradiction between the merchants and the government on the issue of foreign exchange sales of export earnings to the National Bank. But after the Anti-Japanese War, because of the internal and external situation, the national government began to control foreign exchange. Under the condition of the currency popularity and the depreciation of the French currency, it is obviously not easy to require merchants to sell foreign exchange at the legal exchange rate. On the basis of their respective positions, the government and businessmen debated over the issue of foreign exchange settlement many times. In order to gain foreign exchange to stabilize the financial strength of the country, under the influence of wartime environment and the advance of businessmen, the national government had to compromise and back down. The export foreign exchange sales policy has been adjusted several times. In the process of foreign exchange control, the conflict between government and business interests provides a better perspective to reunderstand the complex relationship between government and merchants, central and local governments during the War of Resistance against Japan.
