我國OFDI逆向技術溢出與能源利用率關系探究

【摘要】:隨著我國經濟持續(xù)發(fā)展,我國的能源需求一直在增強,能源消費量已經居世界首位。與此同時我國不合理的能源利用方式以及國內能源供給不足,使我國能源短缺問題以及由此引發(fā)的環(huán)境問題愈發(fā)嚴重。在此背景下,我國更加重視采用多種方式解決能源利用率低的問題,而技術進步是提高能源利用率最根本的途徑。技術進步能改變能源利用方式進而優(yōu)化能源消費結構、提升能源利用效率。一個國家即可以通過加大國內科研教育的投入增強自主創(chuàng)新能力,也可以通過其他國家的技術溢出獲取先進技術提升科技水平。我國企業(yè)可以通過對外直接投資主動地從國外獲取先進技術,而本文就從此方面切入,研究我國OFDI逆向技術溢出對能源利用率的作用。本文首先對前人研究OFDI逆向技術溢出和能源利用效率的成果進行梳理,再對我國OFDI和能源利用的現(xiàn)狀進行分析,總結我國現(xiàn)階段在對外直接投資和能源利用過程中的特點和存在的問題。接著對OFDI逆向技術溢出效應的運作機制分三個階段進行系統(tǒng)梳理,得出對外投資企業(yè)獲取OFDI技術溢出、技術成果向母公司傳導、技術成果對母國作用三方面的運作機理。接著在分析影響能源利用效率的因素及其作用機理的基礎上,研究對外直接投資逆向技術溢出對能源利用效率的作用機制。實證分析方面,本文選取中國OFDI過程中10個主要的發(fā)達經濟體作為樣本,借鑒LP模型測算我國在2003年——2014年間對發(fā)達經濟體OFDI獲得的逆向技術溢出。再選取我國的能源利用率數(shù)據(jù)作為因變量,選取我國能源消費結構、產業(yè)結構、國內技術水平作為控制變量,運用回歸分析模型實證檢驗了我國對外直接投資逆向技術溢出與能源利用效率的關系,得出對外直接投資的逆向技術溢出存量每增加1%,能源利用效率增長0.12%的結論。本文通過理論分析和實證檢驗證明了我國OFDI逆向技術溢出確實對能源利用效率有積極作用。最后根據(jù)我國實際情況,從我國OFDI逆向技術溢出推進技術進步的角度出發(fā),為我國提高能源利用效率提出具體的政策性建議。
[Abstract]:With the sustainable development of China's economy, China's energy demand has been increasing, energy consumption has ranked first in the world. At the same time, the unreasonable way of energy utilization and the shortage of domestic energy supply in our country make the problem of energy shortage and the environmental problems caused by it become more and more serious. Under this background, our country pays more attention to solve the problem of low energy efficiency in many ways, and technological progress is the most fundamental way to improve energy efficiency. Technological progress can change the way of energy use and then optimize the structure of energy consumption and improve the efficiency of energy use. A country can enhance its independent innovation ability by increasing the input of domestic scientific research and education, and it can also acquire advanced technology to improve the level of science and technology through the technology spillover of other countries. Chinese enterprises can actively acquire advanced technology from abroad through foreign direct investment, and this paper studies the effect of OFDI reverse technology spillover on energy utilization efficiency. In this paper, the former research results of OFDI reverse technology spillover and energy utilization efficiency are firstly combed, and then the current situation of OFDI and energy utilization in China is analyzed. This paper summarizes the characteristics and problems in the process of foreign direct investment and energy utilization in China. Then the operating mechanism of OFDI reverse technology spillover effect is systematically combed in three stages, and the operating mechanism of OFDI technology spillover, technology achievement transmission to parent company and technology achievement effect on home country are obtained. Then, on the basis of analyzing the factors affecting energy use efficiency and its mechanism, this paper studies the mechanism of reverse technology spillover of foreign direct investment on energy use efficiency. In the empirical analysis, 10 major developed economies in the process of OFDI in China are selected as samples, and the reverse technology spillover from 2003 to 2014 is calculated by using LP model. Then select the data of energy utilization ratio as dependent variable, choose energy consumption structure, industrial structure, and domestic technology level as control variables. This paper empirically tests the relationship between reverse technology spillover of foreign direct investment and energy utilization efficiency by using regression analysis model, and draws the conclusion that the increase of reverse technology spillover stock of foreign direct investment increases by 0.12% for each increase in the stock of reverse technology spillover of foreign direct investment. Through theoretical analysis and empirical test, this paper proves that OFDI reverse technology spillover has a positive effect on energy utilization efficiency. Finally, according to the actual situation of our country, from the point of view of OFDI reverse technology spillover to promote technological progress, the paper puts forward concrete policy suggestions for improving energy utilization efficiency in China.
