【摘要】：本文回顧了近十年(2005-2014年)美國外資安全審查情況,從與外商直接投資(FDI)的關(guān)系、審查階段、審查大類與細分行業(yè)分布、國別數(shù)據(jù)等多個維度進行了較系統(tǒng)、全面的分析,對美國財政部主導(dǎo)的外國投資委員會(CFIUS)進行外資安全審查的行業(yè)重點與發(fā)展趨勢進行剖析并作出預(yù)判;同時,結(jié)合中國企業(yè)赴美投資遭遇安全審查并形成實質(zhì)性阻礙的現(xiàn)狀和"走出去"戰(zhàn)略實施方向,提出進一步客觀認識和分析美國外資安全審查機制與風(fēng)險識別的幾點看法。
[Abstract]:This paper reviews the review of foreign investment security in the United States during the past ten years from 2005 to 2014. From the perspective of the relationship with foreign direct investment (FDI), the review stage, the review of broad categories and subdivision of industries, country data and other dimensions are systematically and comprehensively analyzed. To analyze and predict the industry focus and development trend of the CFIUS-based foreign investment committee led by the United States Treasury. At the same time, Combined with the current situation of Chinese enterprises' investment in the United States encountered safety review and formed substantial obstacles, and the implementation direction of "going out" strategy, this paper puts forward some views on the further objective understanding and analysis of the security review mechanism and risk identification of foreign investment in the United States.
