【摘要】：2008年國際金融危機使中國深刻認(rèn)識到,降低對美元的過度依賴,推動人民幣逐步國際化是中國經(jīng)濟穩(wěn)健持續(xù)發(fā)展的重要戰(zhàn)略決策。人民幣"入籃"是人民幣國際化發(fā)展道路上的一個里程碑,反映出人民幣正在成為越來越重要的國際貨幣,標(biāo)志著國際社會對中國金融改革開放的認(rèn)可。一方面,將促進中國金融的市場化和國際化進程,帶來全新的金融改革機遇與挑戰(zhàn);另一方面,對國際金融經(jīng)濟秩序的優(yōu)化、完善和變革具有重大意義。2016年的新年獻詞中,國家主席習(xí)近平特別提到,實現(xiàn)人民幣國際化,努力將人民幣納入IMF特別提款權(quán)貨幣籃子,夢想總是可以實現(xiàn)的�？梢�,人民幣作為IMF所承認(rèn)的官方儲備貨幣,對于中國經(jīng)濟發(fā)展進程而言,不僅僅是人民幣走向國際化的一個標(biāo)志性事件,更是一個夢想實現(xiàn)的證明,對于人民幣成為國際貨幣,塑造國際經(jīng)濟秩序發(fā)揮著至關(guān)重要的作用。人民幣加入SDR的過程,我們可以將其視為人民幣國際化進程中的一個的縮影,中國得益于經(jīng)濟發(fā)展的飛速成績,形成了輻射周邊的示范效應(yīng)。人民幣作為一個發(fā)展中國家的官方使用貨幣,其加入SDR貨幣籃子同時也是國際貨幣體系的改革路上的重要一筆。在人民幣加入國際貨幣基金組織特別提款權(quán)貨幣籃子問題上,國際貨幣基金組織總裁拉加德表示,人民幣加入該組織符合中國國際實力與影響力的重要表現(xiàn)。本文采用定性分析和定量分析結(jié)合的方法,力圖在已有的理論分析中尋找新的突破口。在回顧人民幣加入SDR貨幣籃子的進程時,本文主要采用定性分析的方法,闡述人民幣能夠"入籃"的原因。在分析人民幣加入SDR的兩方面影響時,本文將著重采用定量分析的方法,運用各項指標(biāo)數(shù)據(jù)實證說明人民幣"入籃"這一重大事件對國內(nèi)外的影響。本文分五個部分?jǐn)⑹鋈嗣駧偶尤胩貏e提款權(quán)(SDR)貨幣籃子的政治經(jīng)濟分析:第一個部分主要說明SDR自身基本情況,包括形成原因以及歷史上SDR貨幣籃子組成幣種變動情況,通過詳細(xì)的事實陳述,使讀者容易了解人民幣加入SDR的意義;第二個部分是人民幣"入籃"的政治經(jīng)濟動因分析,結(jié)合國際政治需求和國內(nèi)政策需要進一步說明"入籃"意義;第三部分強調(diào)人民幣加入SDR貨幣籃子對于國內(nèi)的政治經(jīng)濟影響,分別體現(xiàn)在對外貿(mào)易、對外結(jié)算、投資以及資本項目開放觀點討論四個方面,通過各方面數(shù)據(jù)客觀地闡述這一重大事件的國內(nèi)影響;第四個部分分析了"入籃"對國際社會的政治經(jīng)濟影響,客觀地討論現(xiàn)"入籃"對于國際貨幣體系改革的作用;最后一個部分是針對前幾個部分客觀分析的結(jié)果提出建設(shè)性意見,認(rèn)為我國應(yīng)該進一步深入金融體系改革,豐富出口產(chǎn)品多元化結(jié)構(gòu),穩(wěn)步開放離岸市場,構(gòu)建人民幣國際循環(huán)通道。
[Abstract]:The 2008 international financial crisis has made China realize that reducing its excessive reliance on the US dollar and promoting the gradual internationalization of the RMB is an important strategic decision for China's steady and sustainable economic development. "basket entry" of RMB is a milestone in the development of RMB internationalization, which reflects the fact that RMB is becoming an increasingly important international currency and marks the recognition of China's financial reform and opening up by the international community. On the one hand, it will promote the marketization and internationalization of Chinese finance and bring new opportunities and challenges to financial reform; on the other hand, it will be of great significance to the optimization, perfection and reform of the international financial and economic order. In particular, President Xi Jinping noted that the dream of internationalizing the yuan and trying to include it in the IMF's SDR basket is always achievable. Obviously, as the official reserve currency recognized by the IMF, the RMB is not only a landmark event for the internationalization of the RMB, but also a proof of the realization of the dream for China's economic development. For the RMB to become an international currency, shaping the international economic order plays a vital role. The process of RMB entry into SDR can be regarded as a microcosm of RMB internationalization. China has benefited from the rapid economic development and has formed the radiation peripheral demonstration effect. As the official currency of a developing country, the RMB's entry into the SDR basket is also an important step in the reform of the international monetary system. On the issue of the yuan joining the IMF's special drawing rights basket, IMF Managing Director Christine Lagarde said the yuan's entry was in line with the important performance of China's international power and influence. By combining qualitative analysis with quantitative analysis, this paper tries to find a new breakthrough in the existing theoretical analysis. When reviewing the process of RMB joining the SDR basket, this paper mainly adopts the qualitative analysis method to explain the reason why RMB can enter the basket. In the analysis of the impact of RMB entry into SDR, this paper will focus on the quantitative analysis method, using the index data to demonstrate the impact of the "basket" of RMB on the domestic and foreign. This paper is divided into five parts to describe the political and economic analysis of the RMB joining the SDR basket. The first part mainly explains the basic situation of the SDR itself, including the reasons for its formation and the historical changes in the composition of the SDR basket. Through detailed factual statements, readers can easily understand the significance of RMB joining SDR. The second part is the analysis of the political and economic motivation of RMB "entry into the basket", which further explains the significance of "entry into the basket" in light of international political needs and domestic policies. The third part emphasizes the influence of RMB joining the SDR currency basket on domestic politics and economy, which is reflected in four aspects: foreign trade, settlement abroad, investment and capital account opening. The fourth part analyzes the political and economic impact of "basket entry" on the international community, and discusses objectively the role of "basket entry" in the reform of the international monetary system. The last part is to put forward constructive opinions on the results of the objective analysis of the previous parts. We believe that our country should further deepen the reform of the financial system, enrich the diversified structure of export products, and steadily open the offshore market. Construct the international circulation channel of RMB.
