【摘要】：住房公積金制度在幫助職工解決住房問題和改善居住環(huán)境中發(fā)揮了重要作用,促進了我國的城鎮(zhèn)化建設(shè),已發(fā)展成為我國住房保障體系中重要組成部分。但是在住房公積金政策的發(fā)展過程中,現(xiàn)行住房公積金政策所存在的問題也逐漸凸顯,住房公積金運營中出現(xiàn)眾多金融公平性缺失的問題。住房公積金應(yīng)該側(cè)重于解決中低收入職工的住房問題,但在實際運營中,利益偏向了中高收入群體,甚至出現(xiàn)“劫貧濟富”的問題。關(guān)于住房公積金的金融公平性的話題成為討論的焦點,甚至部分人提出應(yīng)該取消住房公積金政策,引起了學(xué)術(shù)界和政府的關(guān)注。本文從金融公平性的概念出發(fā),將金融公平性引入住房公積金政策的評價,從機會的公平、規(guī)則層面的公平、使用層面的公平三個視角闡述住房公積金政策的公平性。采用中國家庭金融調(diào)查數(shù)據(jù),以是否繳存住房公積金和公積金繳存額為替代變量,運用Probit和Tobit模型,考察了教育程度、單位性質(zhì)以及工資水平對住房公積金金融公平性的影響。為了研究住房公積金政策實際運營中的金融公平性,本文選擇馬鞍山市作為研究對象,分析住房公積金在資金歸集、使用、增值收益等方面存在的金融公平性問題。通過研究發(fā)現(xiàn),該市住房公積金的運營當(dāng)中存在金融公平缺失的問題。為促進住房公積金政策的金融公平性,該市實行了一系列的舉措和出臺相關(guān)政策,本文對這些舉措和政策進行了論述,分析了其必要性和產(chǎn)生的效果。本文的研究有助于政府更深層次的了解住房公積金運營的金融公平性問題,引發(fā)政策制定者對住房公積金問題的思考,使住房公積金政策向更公平的方向發(fā)展。
[Abstract]:The housing accumulation fund system has played an important role in helping workers to solve the housing problems and improving the living environment. It has promoted the construction of urbanization in China and has developed into an important part of the housing security system in our country. However, in the process of the development of housing provident fund policy, the problems existing in the current housing provident fund policy are also gradually highlighted, and there are many problems of financial fairness in the operation of housing provident fund. The housing accumulation fund should focus on solving the housing problem of the middle and low income workers, but in the actual operation, the benefits are biased towards the middle and high income groups, and even the problem of "robbing the poor and helping the rich" appears. The topic of financial fairness of housing provident fund has become the focus of discussion, and some people even proposed that the policy of housing accumulation fund should be abolished, which has attracted the attention of academia and government. Based on the concept of financial fairness, this paper introduces financial fairness into the evaluation of housing provident fund policy, and expounds the fairness of housing provident fund policy from the perspectives of opportunity fairness, rule fairness and use equity. Based on the data of Chinese household finance survey, this paper uses the Probit and Tobit models to investigate the effects of education level, unit nature and wage level on the financial equity of housing provident fund with the alternative variables of whether or not to deposit the housing provident fund and the contribution amount of the accumulation fund. In order to study the financial fairness in the actual operation of housing provident fund policy, this paper chooses Ma'anshan City as the research object, and analyzes the financial fairness problems of housing provident fund in the aspects of capital collection, use, value-added income and so on. Through the study, it is found that there is a lack of financial equity in the operation of the city's housing accumulation fund. In order to promote the financial fairness of the housing accumulation fund policy, the city has carried out a series of measures and issued related policies. This paper discusses these measures and policies, and analyzes their necessity and effect. The research in this paper is helpful for the government to understand the financial fairness of housing provident fund operation in a deeper level, to arouse the policy makers' thinking on housing accumulation fund, and to make the housing provident fund policy develop in a fairer direction.
